A motion was made and seconded (Hazelton/Wilcocks) to approve the December
meeting minutes as amended and all were in favor.
2021 OFFICER ELECTIONS
Vice Chair Poggenpohl initiated nominations for PAB Chair and Vice Chair to serve in
2021, further confirming that while he does not have time to Chair, he would be receptive
to Vice Chair. Member Elliot volunteered to serve as Chair. A motion made and seconded
(Poggenpohl/Wilcocks) to nominate Geoffrey Elliot as Chair and all were in favor.
Elliot requested nominations for Vice Chair. A motion was made and seconded to
nominate Poggenpohl for Vice Chair (Hazelton/Wilcocks) and all were in favor, with
Poggenpohl abstaining.
ARTS MASTER PLAN – UNIVERSITY ASSISTANCE
In January, Poggenpohl and the Town’s Assistant Administrator (ATA) Jason Damweber
solicited interest from some area universities for assistance with an Arts Master Plan
(Plan). Colorado State University (CSU) requested additional information . They were
provided the Town’s art inventory listing prepared by Moore and Rustin from past years.
The listing reflects $1.75M in assets (70-80 items), showing significant investment. This
alone shows a need for maintenance procedures.
CSU expressed interest in assisting due to land grant college status. CSU feels an
obligation, if they’re able, to develop the Plan. The need for functional, over beautiful,
Plan is understood. Additional information will be provided to CSU including the PAB
Bylaws, the entire art inventory, brochures, Arts in Public Places Guidelines, etc. Once
reviewed, CSU would like to circle back with Town representative to define the scope.
Director Muhonen stated that with a small staff, the effort required for this effort is more
than Public Works (PW) can produce. The Parks Advisory Board and the Public Works
Department are not art experts. The conclusion is being drawn that an art committee or
advisory board should be established but separate from the PAB. Internal discussions will
need to occur about the best placement for this committee. Town Administrator Travis
Machalek is not excited about adding more work to Town staff. Muhonen feels that with
the expertise held within the Museum staff, that may be a logical department to aid.
If CSU provides proposal, the next step would be for a recommendation to be made to
the Town Board. Member Wilcocks has pulled in the art community from outside the PAB
Parks Advisory Board – January 21, 2021 – Page 2
to participate in the Historic Women’s Monument. Member Papineau agrees and stated
that using Wilcocks as an example, the wonders of what the private art world can do is
reflected.
Poggenpohl shared that he and former Chair Merle Moore discussed feelings of
discomfort with PAB being responsible for the Town’s art assets, but understood that if
separate, there would need to be regular collaboration with the PAB.
Muhonen stated there would need to be a well-thought-out proposal prior to presenting
to the Town Board requesting guidance. Trustee Liaison Cenac reminded Muhonen that
acceptance of this workload from another Town Department needs done prior to a
proposal being created.
Cenac’s only concern, following Wilcock’s model, would be the risks associated to having
a group/entity separate from the Town managing the art process. Cenac agrees that a
proposal would be a good idea.
Wilcocks feel an Arts Advisory Committee, or something similar being associated to the
Town in an advisory capacity would help with grants and would provide proper
management for assets owned by the Town. The Women’s Monument project is getting
authority from the PAB. Wherever this committee were to end up, the Town being behind
the actions of the members is important.
Supervisor Berg stated that the formation of the AIPP was to serve as a springboard prior
to going to the Town Board. Until establishing the Decorating Utility Box (DUB) program,
it hadn’t been utilized much. Parks and open spaces wherein art could be installed are
finite. It is important to decipher Town-owned versus private art installations, then make
that information clear to CSU for proper analysis.
Cenac stated her biggest concern is maintenance of the art and who will perform the
maintenance. Berg stated that Museum Director Derek Fortini would have the expertise
pertaining to art inside Town-owned buildings. For all the bronze on Town-owned land,
the Town contracts with a high-end bronze / patina company to maintain bronze. Cenac
stated that if Berg doesn’t foresee much additional art coming into the public areas, she
wonders about the benefit of establishing a separate arts committee. Poggenpohl feels a
separate committee would only need to meet when it had to make decisions and not on
a regular monthly meeting, with the exception of the initial planning and grants, selections,
etc. which would be intermittent. Cenac has found that those committees that don’t
commit to a regular schedule eventually seem to dwindle. There is already a difficulty
maintaining advisory board members. Wilcocks agrees that Town needs to defin e a
structure. An ad hoc advisory board will lead to ad hoc results and participation.
Committee members and their conduct should be defined in the Plan. Goals need to be
established and achieved. It is not adequate to have an ad hoc committee.
Elliot stated that the PAB used to have more art members. There are a variety of private
art entities and the Town, nor PAB, would want to pick one. Poggenpohl stated that if
CSU assists, or builds the Plan they will be speaking to other entities in town. A new art
committee should require membership from within the art community.
Hazelton feels the best course of action would be for a small group to create a couple of
different proposals to bring back for review at the regularly scheduled February meeting ,
in preparation of potential future Town Board consideration. No more than two members
of the PAB can be involved, in order to prevent violating the Sunshine Law.
After discussion about member time constraints, Elliot requested Poggenpohl and
Hazelton work together to prepare a couple proposals for next month’s meeting.
Muhonen stated that if everything is finalized by the February meeting, the soonest it can
go before the Town Board in a study session would be March 9, 2021, with a deadline for
documents being due no later than February 25, 2021.
Parks Advisory Board – January 21, 2021 – Page 3
PARKS DIVISION UPDATES (Parks Supervisor Brian Berg)
Supervisor Berg shared that after discussion with the Town Attorney, there are no legal
issues with the Estes Valley Land Trust (EVLT) plaque discussed last month and no
policy is necessary. Due to the length of time the bench purchaser has waited for
plaque installation (4-5 months), the EVLT is requesting we let this one go, with the
understanding that an approved template would be used moving forward .
Muhonen stated that since there is no existing policy against this type of display on a
dedication plaque, coupled with the strong feelings from the family there is no reason
not to approve the installation. Cenac doesn’t feel the plaque wording or image are
offensive and no template was provided for reference. Members discussed further to
determine consensus. Berg will allow the plaque to be installed as shown and no policy
will be created. A motion was made and seconded to allow plaque installation
(Poggenpohl/Papineau) and all were in favor.
Visit Estes Park (VEP) provided the Parks Division a $50K donation for installation of a
climbing boulder and safe surround material, etc. There is a 10 to 12-week lead time for
the climbing boulder. Berg is working toward preparation of a Request For Proposal
(RFP) for a playground contractor.
Additional updates from the Parks Division include:
• Roundabout landscaping at MacGregor Ave. and Wonderview (Hwy 34) is still in
progress, pending equipment.
• The 2021 flower order is complete.
• The Thumb Open Space Conservation Easement approval is being finalized. The
Rocky Mountain Conservancy offered to continue to assist with trail work to the
climbing area. This will resume upon completion of the Management Plan .
Member Papineau asked for clarification on the placement of the climbing boulder. Berg
shared that it would be located near the parking structure where the existing picnic area
is located. Berg is continuing to work through design issues with broadband installation
requiring travel through the designated space. Berg hopes to bring plan to February
meeting.
OTHER BUSINESS
Wilcocks has two items he wants to mention. First, there was intensive work done
toward completion of the Weed Management Plan and it seems to have fallen by the
wayside. He’d like to learn the status of this plan. Papineau stated the Weed
Management guide was approved and posted on the Town’s website.
Second, Wilcocks wanted to share that the Women’s Monument Project is going great.
The subcommittee is heavy into fundraising and detailed proposals are being created.
He invited members to provide tax-deductible location to the sculpture.
Poggenpohl suggested developing a plan for the PAB for 2021, to be discussed at the
next meeting. Poggenpohl would like to invite the Watershed Coalition for collaborative
planning to the March PAB meeting.
There being no further business, a motion was made and seconded
(Poggenpohl/Hazelton) to adjourn the meeting and all were in favor. Chair Moore
adjourned the meeting at 10:16 a.m.

Memo
To: Town of Estes Park Parks Advisory Board Committee
From: Kirby Nelson-Hazelton, Rex Poggenpohl, Ron Wilcocks
Date: February 4, 2021
Re: Art in Public Places
Per the charge of the TOEP Parks Advisory Board Committee (PAB), Kirby Nelson-Hazelton,
Rex Poggenpohl, Ron Wilcocks, Greg Muhonen, and Brian Berg met on January 28, 2021
regarding Art in Public Places (AIPP). The intention was to develop a proposal for the Parks
Advisory Board to consider: either retaining AIPP under the PAB umbrella, or suggesting that
AIPP be released to an alternate organization or structure.
During lengthy discussion, the group considered the following options:
●PAB retains AIPP
●AIPP shifts to another Town department under a new committee (e.g., “Arts Advisory
Committee”)
●AIPP shifts to a private organization (e.g., Estes Arts District)
Based on the recommendations of committee members and Town staff, the group would like to
suggest the following:
●Maintain AIPP until Colorado State University can assist with completing Arts Master
Plan
●Involve additional Town departments (including Estes Park Museum) and organizations
(including Estes Arts District), and incorporate their perspective and feedback, during
development of Arts Master Plan
●Target fall/winter 2021 for completing and presenting a proposal to Town Board
regarding future of Arts in Public Places

PAB Working Sub-Committee Meeting for “Estes Park Women’s Monument” project Minutes - 2/4/2021
Present: Ron Wilcocks, Lars Sage, Judy Schaffer, Karen Daugherty, Jill Lancaster, Karen D’Onofrio, Frank Lancaster
Meeting called to order 5:00 PM
1) We discussed the current status of fundraising. Fundraising is progressing well. We have raised over $25K, with an
average donation of $683. We have received approval and confirmation that this project will be part of the Duck Race as
one of the possible charities for donations. There have been at least 155 “asks” performed by our Team – Nice work!
Reminder for everyone to add their “asks” to the spreadsheet that Frank created to help us avoid duplicate “asks”. It
looks as if many folks are either forgetting to do this or are not doing “asks”. Let me know how I can help you with this,
I’m happy to help. Jill mentioned how important it is to do follow-ups with every “ask”. Ron will work to make sure
everyone who asked someone know if they have donated or not to help with this part of the “asks”. Ron created a trifold
brochure that you can use to help educate people about the project. It is attached to this email. Ron will be speaking
about the project to the Women’s Club during their 2/10/2021 zoom meeting. Ron will be speaking about the project at
the Sunrise Rotary during their 2/23/2021 in-person meeting. Karen D’Onofrio is looking into asking the Noon Rotary to
invite Ron to present the project at their next meeting. Judy Schaffer will ask the LWVEP to invite Ron to speak at their
next meeting. Judy Schaffer will look into getting the Newcomers Club to invite Ron to speak at their next meeting. Ron
is willing to speak to any group in Town to present the project. If you know of any groups, just ask me if I’m available and
let’s get these presentations set up a soon as we can. Judy Schaffer is working to get with Peter Hondius to garner his
endorsement for the project. The online home page for the project and the online donation form have been updated with
additional and updated information (they have been improved based on community feedback received). The Trail
Gazette and Managing Editor Wendy Rigby is continuing to write and publish excellent articles about the project. The
Estes Park News continues to run a free add promoting the project. The EP Chamber has been highlighting the project in
its Friday Focus newsletter. The Art Center is mentioning this project and asking for support in its monthly newsletters.
Frank shared that he posted about the project including the link to the donation page on his Facebook page. This is a
good idea and I urge everyone to post about this project on their pages as well. Be sure to include the link to the
2/12/2021 Town of Estes Park Mail - Minutes Estes Park Women's Monument project 2/4/2021

donation page to your posts. It was aksed if the Library Foundation is engaged (since the Women’s Club was very
involved in getting our library started). Judy Schaffer will speak with Sherry Unruh about the possibility of allowing Ron to
present to that group. It was pointed out that Eleanor Hondius was a charter member for the 1st PEO in Estes Park. Judy
Schaffer asked the Team what they thought about a dinner fundraiser and a cocktail party fundraiser. After much good
discussion, it was decided that the dinner fundraiser was too much work for the little amount of money it might raise – so
that nice idea is being put on hold. However, the cocktail party idea seemed like it could work nicely as a fundraising
avenue. It is felt that all needs for the cocktail party could be secured as community donations. Judy will pursue this
concept with it possibly be conducted in June or July if needed. Of course, the Covid situation will be monitored for this
event. If covid is still bad at that time, it may not be feasible to do. Ron will follow up with Derek Fortini about including
information about the project in their Friends of the Museum newsletter. Ron spoke with the President of the Art District
to ask about further help with this project. They are evaluating how they can help more. Bottom line is that Fundraising is
going well and I thank everyone involved form the bottom of my heart for all their hard work!
2) Old Business. It was suggested that there are potential large corporate actors that may want to contribute. The
companies mentioned were Johnson & Johnson, Sun Oil, Hewlett Packard, and Honda Corporation. Could someone
create a list of these connections and contacts? There are also many very successful local companies, such as Home
Builders, Realtor groups, local Banks, VEP, etc. that need to be asked for donations. If anyone knows of “ins” to these
local companies (like the owners or heads of them), let me know and we’ll figure out how to get with them to ask for a
donation. Is anyone familiar with creating a ”gofundme” page? If you are, please let me know. Please let me know of
any ideas you might have to help in raising money for this monument. Bottom line is that there are many good plans
being implemented, people are being “asked” and February looks to be another good fundraising month. A brief project
description and a donation form (.pdf format) is at the web address: http://www.earthwoodgalleries.com/estes-park-
womens-monument-project/
3) Ron will be scheduling at least two separate meetings in early March to allow each Artist Team to present their
detailed project proposals. After this we will evaluate and work to pick the final Artists that will get the commission by the
end of April. Ron will work with the Town to get a contract for the commission drafted in that timeframe as well.
Meeting was adjourned at 5:50 PM
Next PAB Estes Park Women’s Monument sub-committee meeting is scheduled for Thursday, 3/4/2021 from 5:00 PM to
6:00 PM via ZOOM (email with link will be sent out prior to the meeting).

ESTES PARK
WOMEN’S
MONUMENT
PROJECT
What is this project?
This is a grassroots, community-based
project to commission and install a new
monument in downtown Estes Park to
honor the historical Women of Estes
Park. The monument will feature a life-
size bronze sculpture of Eleanor Hondius
along with her fascinating story.
Additionally, it will include stories of
numerous other notable Women of
Estes Park. The additional stories will
represent diverse and multi-
generational women throughout Estes
Park’s history. This monument will be
both inspirational and educational to all
who experience it. It will also put Estes
Park at the forefront of honoring real
women in the United States via public
art as there are few monuments that
feature real women in this country.
Where will the monument be located?
The Monument will be located in
downtown along the Riverwalk on land
donated by the Town of Estes Park.
How did this project come about?
The project started as an idea based on
some public input to the Parks Advisory
Board (PAB) that there was a need to
somehow honor the historical women of
Estes Park. The PAB formed a sub-
committee to research the concept. It
was determined that there is currently
no public artwork in Town that
represents the historical Women of
Estes Park. This wonderful project will
remedy this situation. This effort by the
PAB led to the formal creation of this
project. Another early driver of this
project was the desire to celebrate the
100th Anniversary of the Women’s right
to vote in this country and it will
certainly help do that.
Who is supporting this project?
There is widespread community support
for this project. Following are just some
examples. The Town Council voted
unanimously to endorse and support
this project. The Town donated a
beautiful and prominent piece of
downtown land for the monument. The
PAB has endorsed this project. More
than 35 individuals and local groups
have put in hundreds of volunteer hours
to define the requirements for this new
monument, to pursue the best sculptors
to create the monument and to advance
the fundraising efforts. The project has
partnered with the Art Center of Estes
Park to achieve its non-profit status.
Both local newspapers have endorsed
the project and are assisting with the
fundraising efforts. The Women’s Club
of Estes Park and the League of Women
Voters of Estes Park are volunteers and
financial supporters.
Who will be creating the monument?
Two Artist Teams are competing to get
this commission and are in the process
of creating their final detailed proposals
based on the requirements provided to
them by the Estes Park Women’s
Monument project team. One of these
Artist Teams will be given the
commission to complete and install their
work in our Town.
What is the timeline for the project?
The final proposals are due at the end of
February 2021. These two proposals will
be evaluated by the Estes Park Women’s
Monument Team during March 2021
and it is expected that the final Artist
Team will be chosen by the beginning of
April 2021.
Our target is to see the new monument
installed during the late Summer of
2021.
What is the fundraising goal?
Our fundraising goal is $100,000. As an
all-volunteer effort, all monetary
donations will go directly towards the
monument itself. The community
members helping to support the
project’s development and installation
are all donating their time and expertise
to complete this inspiring project.
What do we need now?
We are asking for your donation of any
amount to make this new monument a
reality in our community. Now is the
time to make a tax deductible donation
to this project. The project is being
hosted by the non-profit, Art Center of
Estes Park, Inc., Federal Tax-Id #74-250-
4613. This is an important and uplifting
project for our community that we can
all rally around. It will be educational
and inspirational for all. This project is a
bright light for Estes Park during this
difficult time and will be a true gift to
the future.
How can I donate?
There is a donation form online at
http://www.earthwoodgalleries.com/es
tes-park-womens-monument-project/
There are four donor levels:
Platinum – $10K and up; Gold – $1K up
to $9999; Silver - $100 up to $999; and
Supporter - $1 up to $99
Platinum and Gold-level donors will be
acknowledged (if they desire) in the
local newspapers and on a bronze
plaque that will be installed near the
monument. The Silver-level donors will
be recognized (if they desire) in the local
newspapers. Supporter-level donors will
be randomly recognized (if they desire)
in the local newspapers. All donors
(regardless of level of donation) will be
thanked via a “thank you” note and a
receipt for tax purposes.
Donating to the Estes Park Women’s
Monument project is a great way to
contribute to your community and to
honor the historical Women of Estes
Park. Give a donation yourself or give
one on behalf of someone else who
loves Estes Park as much as you do. This
is a great opportunity to demonstrate
your support for our mountain
community and its history. With your
donation, you can be part of the future
while honoring the past. We need YOUR
help!
Thank you for your consideration.
Thank you in advance for your donation.
Sincerely,
Ron Wilcocks, Chair – Estes Park
Women’s Monument project
