Minutes of a regular meeting of the Parks Advisory Board of the Town of Estes Park,
Larimer County, Colorado. Meeting held in Room 202 of Estes Park Town Hall on the
20th day of February 2020.

Chair Merle Moore called the meeting to order at 8:35 a.m.
PUBLIC COMMENT:

There was no public comment.
APPROVAL OF MINUTES
A motion was made and seconded (Papineau/Lockwood) to approve the January
meeting minutes and all were in favor.
2020 DECORATING UTILITY BOX (DUB) PROGRAM
Parks Supervisor Brian Berg informed the PAB that the large Cottonwood tree at
Riverside Park was removed leaving very large good chunks of trees for potential
carving. He also reminded the group of the art display for the Downtown Estes Loop
and that this material could be used. Berg stated the Parks Shop may be able to store
the wood to keep it dry. Berg will check with a wood carver to determine the level of
moisture needing maintained. If properly protected, it will last a long time, but
maintenance is critical.
Berg went on to ask the members if they were interested in continuing the Decorating
Utility Box (DUB) program in 2020. All members of the board agreed that this program
should continue until all boxes are completed. A member has suggested the high
visibility box located at McDonald’s, but Berg’s primary focus has been in the downtown
core. Berg requested other suggestions and Trustee Martchink recommended the
Wonderview (US 34) and MacGregor Ave. area where the new roundabout is being
installed by CDOT.

OFFICER ELECTIONS
Chair Moore opened the floor to nominations for the annual PAB officer elections.
Member Poggenpohl nominated Merle Moore to continue as Chairperson and Member
Wilcocks seconded.
Member Lockwood nominated Rex Poggenpohl for Co-Chairperson, and Member
Papineau seconded.
A motion was made and seconded (Wilcocks/Elliot) to elect Merle Moore as
Chairperson, and Rex Poggenpohl as Co-Chairperson and all were in favor.
Moore expressed to the group that he’s performed as a member or Chairperson of this
board for six years and plans to resign at the end of the year. He’ll keep the group
informed of his intentions. There are many things going on that he’d like to see through
to the end.
AIPP APPLICATION – YARN BOMBING
Chair Moore introduced the recently received Art In Public Places application for the
2020 Yarn Bombing. No complications were reported in 2019 with this event. Supervisor
Berg’s approval will still need required regarding the locations of the yarn bombing. A
motion was made and seconded to approve the application (Wilcocks/Poggenpohl) and
all were in favor.
MRS WALSH’S GARDEN ADVISORY COMMITTEE UPDATE
At the last meeting of the Mrs. Walsh’s Garden Advisory Committee, there was a
discussion about the Mountain Heritage Festival taking place April 24, 2020. There will
be more activities for children in 2020. Moore requested PAB members volunteer to
attend the festival and man the PAB information table. MWGAC will have members
available at the festival at a table and Member Papineau will be there representing the
Estes Land Stewardship Association at a table.
Moore informed the group that the RFP for Mrs. Walsh’s Garden Master Plan has been
published. Detailed drawings for the damaged waterfall and pond were received. Six
firms responded and all proposals were reviewed and narrowed down to 2. The review
team will interview the two firms Friday, February 21. This RFP only targets the design
work on the waterfall and pond. A second RFP will be published for construction,
potentially in September. All are hoping for construction to occur this fall and planting
next spring.
HISTORIC WOMEN OF ESTES SUBCOMMITTEE UPDATE
Member Wilcocks distributed a draft of Resolution for the Historic Women’s Monument.
Wilcocks received good information, and wordsmithing, from Public Works Director
Greg Muhonen. One interesting item to note is that in 1920, when women’s right to vote
was passed, it didn’t include all women. Women of color were not allowed for another
50 years.
Wilcocks requested PAB review this document for approval to recommend presentation
to the Town Board for final approval. A motion was made and seconded to approve the
resolution go before the Town Board (Wilcocks/Poggenpohl) and all were in favor. The
item may be put on consent, knowing it can be pulled for discussion by anyone at the
Parks Advisory Board – February 20, 2020 – Page 3
meeting. A member of the public, Liz Zornes asked if she could pose a question. She
asked how this item could go on the Consent Agenda if Trustees need to determine a
location for the sculpture. Trustee Martchink stated that once the resolution is passed by
the Town Board, it will be a staff decision, along with the PAB, on the best location for
the art. Member Wilcocks was asked if he recommended supporters come to speak to
the item which was affirmed.
Member Elliot asked if the fundraising effort would include the cost of maintenance for
the sculpture which Wilcocks affirmed.
PROPOSED ARTS ADVISORY COMMITTEE
Member Poggenpohl distributed a draft proposal for an Arts Advisory Committee (AAC),
as a PAB subcommittee. He asked that all feedback be provided to Member Wilcocks
and would be discussed at the next regular PAB meeting. This is just a concept for
approval as the full development of the committee have not yet been finalized.
Poggenpohl suggested this be discussed with other communities in order to provide
valuable information to the Town Board. Chair Moore stated he would meet with
Member Wilcocks and Town Administrator Machalek to express what is being
attempted with the new committee. This concept has grown to the point where there are
a couple different lanes this can take.
Poggenpohl stated that the Town has no Art Director and PAB does not have specific
art expertise, which dictates the need for an AAC. A determination needs made by
Machalek. Poggenpohl stated that after meeting with Machalek, the item needs to be
presented to the Town Board. Moore suggested it come back before the PAB before
moving forward to the Town Board. Moore requested the PAB take another look at the
document and provide feedback at the next meeting. Martchink stated he understands
how much work has gone into this and he looks forward to hearing what the other
Trustees have to say.
MOUNTAIN HERITAGE FESTIVAL
Member Elliot stated that the 2020 Mountain Heritage Festival planning is on schedule.
He expressed his excitement to have additional parties from the school district involved
this year.
OTHER BUSINESS
Member Wilcocks updated the group on information received regarding the Elkhorn
Lodge development from the previous day’s Transportation Advisory Board (TAB)
meeting. The conceptual level of the development includes outside site improvements.
This development will extend the sidewalks on south side to Mrs. Walsh’s Garden with
added crosswalks. Martchink stated that this item was continued to a special planning
commission meeting to occur on February 25 at 11:00 a.m. Martchink directed all to the
website for additional information on the development.
With no other business to discuss, a motion was made and seconded (Papineau/
Wilcocks) to adjourn the meeting at 9:26 a.m. and all were in favor.

RESOLUTION XX-20
Estes Park Women’s Monument
WHEREAS, decades of hard work and struggle to secure the right for most women
to vote on all local, state, and federal matters culminated on August 18, 1920 with the
ratification of the 19th Amendment to the US Constitution which extended suffrage by
preventing states from denying citizens the right to vote on the basis of sex; and
WHEREAS, the year 2020 marks the centennial anniversary of the formation of
the League of Women Voters and the first public elections where most women in all states
were permitted to vote; and
WHEREAS, a number of dynamic pioneer women contributed innovation,
confidence and leadership in the formation, development, and economic vitality of both
Rocky Mountain National Park and the Town of Estes Park.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF
THE TOWN OF ESTES PARK, COLORADO:
The Mayor and Board of Trustees of the Town of Estes Pa rk, by this Resolution and
Public Record, do hereby express profound respect, appreciation, and honor for the
Historic Women of Estes Park, and support the community efforts to raise funds and
install public art commemorating the contributions of multiple historic women from multiple
time periods in the formative history of Estes Park, and furthermore supports the creation
of the Estes Park Women’s Monument (a representational bronze statue, associated
women’s stories and associated stone elements) to be placed in Bond Park or along the
Riverwalk south of Bond Park between the children ’s playground and 220 East Elkhorn
(which are prominent, interactive park-like settings near the heart of downtown Estes
Park).
