RECORD OF PROCEEDINGS /Public Safety Committee June 25, 1992 Committee: Chairman Hix, Trustees Aldrich and Habecker Attending: All Also Attending: Town Administrator Klaphake, Police Chief Racine, Lisbie Goelz, Clerk O'Connor Absent: None Chairman Hix called the meeting to order at 2:07 P.M. POLICE DEPARTMENT. Rooftop Rodeo Parade Permit. The Committee reviewed a parade permit submitted by the Special Events Department for the Rooftop Rodeo Parade Wednesday, July 15, 1992 from 10:00-11:00 A.M. The parade route is West Elkhorn from Elkhorn Lodge, east on Highway 36 to Highway 7 and east on Manford Avenue to the fairgrounds. The Committee recommends approval of the parade permit as presented. Bicycle Rodeo - Update. Officers Eddie Lang and Corey Pass recently conducted a bicycle rodeo with 179 children participating. Refreshments were donated by Safeway and the School District donated the use of their parking lot. The Committee commended both officers for establishing such a successful program to promote bicycle safety. Municipal Parking Lot - Request Approval of Re -Routing Plan. Chief Racine expressed concern with the mix of pedestrians, vehicles, and parked cars near the western entrance of the Municipal Parking Lot off Elkhorn Avenue to include the Library entrance and Municipal Building access area. Administrator Klaphake commented that the congestion has not been enhanced due to the Library; the Library District was advised, prior to construction, that this parking lot would be re -designed thus the building was plotted accordingly. Staff presented a re-routing plan for the Municipal Parking Lot and requested approval to create: (1) a mandatory right turn upon entering the lot; (2) a do -not -enter area to include bollards and signage for the north -bound lane in front of the Library; (3) a crosswalk at the Library entrance; (4) re -stripe existing parking spaces and designate one (1) handicapped space at the Library entrance; (5) a one-way traffic lane circulating south past the Library. This plan will be in effect until such time as a complete re -design plan is funded. Cost for this temporary solution is negligible, and work could begin after July 4. The Committee recommends approve]. of the re-routing plan as presented. Reports. The Committee reviewed the Monthly Dispatch Report, suggesting the Department provide a summary, in lieu of a daily report, which will indicate trend lines. Lisbie Goelz presented a report on the Victim Assistance Program which indicated no significant change in statistics. The Committee acknowledged various sponsors for their assistance in this program and suggested the Police Department send a letter of appreciation to: Ann Barlow, Estes Park Sign Co., Mountain Printery Carl and Duane Sanders, Carol Young, Church Women from BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Safety Committee - June 25, 1992 - Page 2 the Community Church, Episcopal, and Methodist Churches, Estes Park Medical Center, Kay Haughey, EPPA, and Advocates. The Committee requested Chief Racine contact the State Highway Department concerning the traffic signal light at the Highway 34/36 Intersection - the duration of the east -west light should be lessened to improve traffic flow. VOLUNTEER FIRE DEPARTMENT. The Department had no items for consideration. There being no further business, Chairman Hix adjourned the meeting at 2:45 P.M. to conduct a physical inspection of the Municipal Parking Lot as discussed this date.
