the meeting to order at 10:05 A.M.
Personnel. Noting his job performance, Chief Racine presented
Officer Wes Kufeld who was being promoted to Corporal. Clerk
O'Connor conducted a swearing -in ceremony. The Committee
congratulated Corporal Kufeld on his promotion.
"Child at Play" Signs - Report. In cooperation with the
Colorado Department of Transportation (CDOT), staff reviewed
the citizen request for placement of additional "child at
play" signs specifically located near Aspen and Birch Avenues.
CDOT has advised such signs are restricted to school property
and playgrounds. Chief Racine recommended the Town adopt this
as a policy with additional consideration being given to
placement of the signs, upon request, in the immediate area of
licensed day care centers (CDOT requirements seem to allow
this use). The Committee recommends approval of the policy as
recommended.
E-911 Enhanced Telephone Service- Update. The E-911 Board
recently awarded a contract in the amount of ±$740,000.00 to
US West to provide Enhanced 911 telephone service. Funding of
50/telephone service customer began in 1990. The Board is
continuing negotiation on certain items; however, staff
anticipates full operation of the E-911 system by the end of
June.
1992 Christmas Parade. The Committee reviewed the parade
application for the Christmas Parade scheduled November 27,
1992 from 5:30 P.M. - 8:30 P.M. submitted by the Special
Events Department. The parade is commencing at 5:30 P.M. in
lieu of 6:00 P.M. The Committee recommends approval of the
1992 Christmas Parade Application.
Reports.
The monthly report format continues to be refined and staff
anticipates submittal during the next meeting.
The Committee commended Lisbie Goelz, Victims Assistance
Coordinator for her assistance in hosting the Coalition of
Victim Assistance (COVA) Conference at the Conference Center
October 14-16, 1992. Approximately 600 conferees will attend.
Ms. Goelz presented statistics for the local Victim Assistance
Program which is proving not only beneficial to victims but
police officers as well.
Various monthly correspondence was submitted for review.
FIRE DEPARTMENT.
Automatic Response and Mutual Aid Agreement with Larimer
County - Review. State statutes mandate that the Fire

Department can automatically respond to fires outside Town
Limits with a Mutual Aid Agreement. Town Attorney White
prepared such an Agreement and a map defining the Fire
Department boundary was attached. The powers of the Larimer
County Sheriff authorizing response will be delegated to the
Fire Chief. With a slight modification to the map, Chief
Rumley suggested the Agreement be approved. The Committee
recommends the Agreement be executed by the Mayor and Fire
Chief, forwarding the document to the Larimer County
Commissioners and Sheriff Shockley for their execution.
Memorandum of Understanding with Rocky Mountain National Park
(RMNP) - Discussion. Chief Rumley is in receipt of the
renewal document which defines areas of responsibility for
RMNP and the Fire Department. The Department has requested a
water supply map which identifies/counts all fire hydrants and
reservoirs in the Park and the amount of water that is
available for use outside the Park boundary. The Committee
recommends the Memorandum of Understanding be submitted to the
Town Attorney for his review.
There being no further business, Chairman Hix adjourned the meeting
at 10:28 A.M.
