RECORD OF PROCEEDINGS Public Safety Committee August 27, 1992 Committee: Attending: Also Attending: Absent: Chairman Hix, Trustees Aldrich and Habecker Chairman Hix, Trustee Aldrich Police Chief Racine, Fire Chief Burnley, Deputy Clerk Kuehl Trustee Habecker Chairman Hix called the meeting to order at 8:30 a.m. POLICE DEPARTMENT Long's Peak Scottish Festival The Committee reviewed a parade permit submitted by the Long's Peak Scottish Festival for September 12th, 9:30 a.m., beginning in the 500 block of W. Elkhorn and traveling to Highway 36 and Stanley Avenue. This is the same parade route as last year. The Committee recommends approval of the parade permit, with the stipulation that Chief Racine work with Dr. Durward on termination point. A further request is that Community Drive be restricted to one way traffic and that parking be disallowed on Elkhorn Avenue during the parade. This would involve putting up barricades and tape, which will be facilitated with the help of Festival volunteers. The Committee recommends that Community Drive be limited to one-way traffic and parking be restricted on Elkhorn Avenue during the parade as requested. Citizen Petition The Co ittee discussed a petition received from residents of Asp and Bir Avenues, requesting that "Children at Play" sig be placed on street to warn motorists of children playi • in the area. Municip Traffic Control Code 2C-40 states: "The W15-1 Play• •und Sign may be a designated chi en's play potential high concen ation of area. FIRE DEPARTMENT Mutual Aid Agreement Staff reported that, with the help of legal assistance, a service area is being defined that is expected to fall in line with the E- 911 boundaries. The following guidelines have been established: 1. If a fire is threatening private property, the local fire department will respond. 2. Anything that belongs to the State of Colorado, the Forest Service, or Parks Service will be handled by emergency services. The Town Attorney will draw up Mutual Aid Agreements for acceptance and signature in the near future. Fire Sirens The fire sirens have been activated unnecessarily several times, the cause of which has been traced to the telephone company circuit board. The equipment will be updated to be radio -dispatched through the switchboard to alleviate this problem. Fire Equipment -- Request for Additional Storage Space Chief Rumley reported that a water tanker is needed to alleviate future problems as occurred at National Park Village North. This will be purchased without Town funding. However, a building to house the tanker and other fire equipment is needed. A fire house has been included in the 1993 budget. However, if this building cannot be supplied immediately, there are several other options available. The design of a building has not been completed pending direction from the Town. The Fire Department will provide all information necessary for the completion of this project. E-911 E-911 should be on line in June or July of next year. This equipment will allow Dispatch to immediately determine location of the 911 call. Funding for E-911 is through a surtax on telephone bills. The Authority has $750,000 on hand. The 1993 budget requests a phone system, at a cost of $24,000, that will coordinate with the E-911 system. REPORTS A new format for reports is being developed and will be presented at the next meeting. The Committee reviewed various correspondence from citizens who had hood ornaments removed from their vehicles during a recent crime spree. Retribution has been made to all concerned. The Committee commended Officers Kenney and Lang for their persistence in apprehending the juveniles and closing the cases.
