Chairman Hix called the meeting to order at 11:05 a.m.
POLICE DEPARTMENT
Traffic Concerns on Scott Avenue: An average of 1,450 cars per day
use Scott Avenue as a major access between Highway 7 and Fish Creek
Road. The speed limit of 25 miles per hour is disregarded by most
drivers, causing concern among the residents for their children's
safety. The Police Department has been monitoring this situation
and issuing warnings. The residents, however, feel more should be
done.
State statute does not allow the use of a stop sign for controlling
the speed of traffic. Studies have shown that stop signs actually
increase vehicular speeds. Stop signs also create additional
enforcement problems. Other suggestions to alleviate this traffic
problem were: lowering the speed limit, but this would require a
warrant study; placing a "Child at Play" sign, but the area does
not meet the requirements; redesign the street to change its
"through street" status, but this would not only delay emergency
equipment but would divert traffic to another street, provoking the
same problem.
The Committee recommends that stricter enforcement be implemented,
by issuing tickets for speeds over 7 miles per hour. Chief Racine
will report on the effectiveness of this procedure at a future
meeting.
FIRE DEPARTMENT
The Fire Department had no items for discussion.
REPORTS
Correspondence: The Committee commended the police personnel for
their excellent response to the Safeway armed robbery on October
29th, and successful apprehension of the suspects without harm to
anyone involved.
There being no further business, Chairman Hix adjourned the meeting
at 11:45 a.m.
