Chairman Marshall called the meeting to order at 8:01 a.m.
POLICE DEPARTMENT.
Backup System/Communications - Update. Chief Repola reported
that the radio is now in place at the Fire Station. Staff's
intent was to furnish the backup CommCenter with bare essentials
and test the system. However, due to an incident this past
weekend, Dispatch used the backup system and it worked perfectly.
Once all telephone lines are connected as desired, staff
anticipates optimum backup capabilities.
Noise Ordinance - Discussion. Police Chief Repola presented
sample ordinances from Steamboat Springs (generic system) and
Aspen (complex system), and State Statute regarding noise
abatement. Discussion followed on the difficulty with
enforcement; wind/climate bearing; necessary equipment and
staffing proficiency level; selective enforcement; avoiding an
ordinance prohibiting a truck's ability to gear down/stop; and
fine collections. Staff requested the Committee's goal on this
subject. Additional discussion followed, and, based on the
possibility of additional expense (staffing and equipment), and
the complexity of enforcement, the Committee recommends the Town
take no further action at this time.
FIRE DEPARTMENT.
Position Letter. Fire Chief Dorman reported on the Department's
position letter which was prepared in conjunction with the Water
Dept. when Charles Heights residents requested their water system
be upgraded. The position letter was officially presented at
the Public Works Committee meeting, August 20, 1998.
Fire Suppression System Program. This program was developed by
the State to inspect sprinkler systems. In June, the Dept.
received notice that the State has changed their requirements:
contractors who install underground water lines from the water
main to structures must now be registered with the State. There
is no test being required at this time, however, there is an
associated fee. Chief Dorman has forwarded a memo to the Town's
Building Dept. advising of this change, and said department will
advise contractors.
HazMat Exercise. 'The HazMat exercise originally scheduled for
this past Spring has now been postponed to May, 1999.
Colorado State Fire Fighters Association (CSFFA) Fall Meeting.
The CSFFA Executive Board and Tournament Committee will be in

Estes Park September 26 and 27 to review upcoming conference
plans. A video on the tournament competition held at the Alamosa
conference is available in the Administration Library.
Fund Drive - Update. Approximately $32,000 in donations have
been received thus far. Fund-raising will be enhanced with the
scheduled Labor Day Crafts Fair in Bond Park (the Dept. retains
all proceeds from craft and food booth fees - $15-20,000±).
Correspondence was received from Pat Ingels, Dorothy Ricketts,
Glen & Pat Nieman, Steve and Ann Taylor, Harold & Valjean Rehn,
Norma Green, and Hans G.
REPORTS.
Correspondence was received from Rita Bennett and Amy Evans
praising the Police Dept. for return of lost items.
Staff reviewed the parking statistics report. Concerning
handicapped parking spaces and the illegal use thereof, Chief
Repola confirmed that citations can only be issued in public
parking lots. If citations are issued to persons parking in
handicapped parking spaces where a placard was not visible,
extenuating circumstances may dictate that these citations are
voided. It appears the Lower Wiest Parking Lot may require
improved RV parking signage. Citations are being issued to
anyone remaining in a parking lot over the posted 3-hr. parking
limit. Moving a vehicle to another parking space within the same
parking lot does not avoid the possibility of receiving a parking
ticket. Staff will share parking statistics with the Advertising
Dept.
The Committee received and reviewed a new report. The National
Incident -Based Reporting System (NIBRS) provides incident
clearance rates on a national basis. Staff will use this report
to benchmark with other similar -sized municipalities. The
format for this report will be modified for ease in reviewing.
Staff put merchants on notice that the Town is entering into what
is known as the "burglary season" (Sept. -Nov.), and suggested
they utilize night deposit procedures.
Drug control remains at zero tolerance, with aggressive
enforcement.
There being no further business, Chairman Marshall adjourned the
meeting at 9:00 a.m.
