Minutes of a Regular meeting of the PUBLIC SAFETY COMMITTEE of
the Town of Estes Park, Larimer County, Colorado. Meeting held in the
Municipal Building in said Town of Estes Park on the 2nd day of
November, 2000.

Chairman Gillette called the meeting to order at 7:30 a.m.
POLICE DEPARTMENT.
1. L.E.T.A. Surcharge — Request to ratify charge for Year 2001. The IGA
between participating L.E.T.A. municipalities requires that the surcharge of
$.45/mo., per exchange, be ratified annually on hardwire and cellular
phones. The Committee reviewed the proposed Resolution and
recommends approval of the Resolution ratifying the surcharge for
year 2001.
2. Hunting in Kiowa Ridge — Request to continue use for the handicap
accessibility. Previously, this property was utilized as a hunting area for
a handicapped hunting program. The land was recently annexed, and the
Municipal Code prohibits the discharge of firearms inside Town limits.
Bob Koehler, property owner, has requested the Town authorize this
specialized use for the current hunting season. Town Attorney White has
confirmed that the request is allowable.
Representative Larry Davis/Outdoor Buddies Program, reported that this
program, that provides varied outdoor experiences, has been available to
the handicapped (approximately 15 hunters) for 8-10 years; the hunters
harvest cow elk during the two late seasons; and the participants include
severely handicapped individuals. Every hunter has an "able-bodied"
person with them, and the shots are "controlled." All property owners in
the immediate vicinity have been notified and the majority support the
Program. The MacGregor Ranch and Cheley Camp also allow hunting on
their property for this Program.
The Committee recommends approval of the request for the
November 2000, through January 2001 hunting season, with Mr.
Davis presenting a report following the event.
FIRE DEPARTMENT.
1. Training Report. The State requires 36 hours of training, and the EPVFD
has offered 230 hrs. First Responder Medical and Hazmat training was
available. The majority of the firefighters have met their requisite hours,
with most members logging 50-60 hours/each. This additional training has
been accomplished even with the significant increase in fire calls this year.

2. New Model Code - Update. The new "International Fire Code" has been
published, and this Code codifies 3 previous codes. Chief Dorman has
met with Building Official Birchifield, and, since the International Code
works hand in hand with ICBO Codes, staff will delay proceeding with
adopting a separate Fire Code until next year.
Chief Dorman displayed foam nozzle equipment that has been installed on Engine 10
that will be used for both Class A & B fires.
REPORTS.
The Committee reviewed the NIBRS Quarterly Report.
Discussion followed on the observance of speed violations, and staff will provide
statistics on speeding tickets at the December meeting. Deputy Chief Filsinger reported
that the Police Department will pay special attention to speeders in general.
Trustee Jeffrey requested a Moraine Ave. pedestrian light update, adding that the lights
are not working at this time, that vehicles are speeding through the flashing lights when
they are operational, and the roadway is rough making it difficult for wheelchairs and
strollers to navigate the roadway. Assistant Town Administrator Repola reported that a
CDOT update was not available at this time, however, a Municipal Memo with
photograph of the Moraine Ave. site could be prepared to educate the community.
Chairman Gillette expressed his appreciation to the downtown merchants, Police
Department, Fire Dept., etal for sponsoring a safe Halloween celebration this year.
There being no further business, Chairman Gillette adjourned the meeting at 7:50 a.m.
