HomeMy WebLinkAboutMINUTES Police Committee 1967-05-17RECORD OF PROCEEDINGS Police Committee May 17, 1967 Committee: Chairman Petrocine; Trustees Grove and Tregent Attending: Chairman Petrocine; Trustees Grove and Tregent Also Attending: Chief Banks and Town Clerk Hill Absent: None The Committee reviewed a request by Mr. Frank Borca to adopt a photography control ordinance. After considerable discussion the Committee decided to recommend to the Board of Trustees that they do not adopt any addi- tional ordinances such as this at this time. The Committee decided the Municipal Code, Section 14.3 "Businesses and Occupations" will be enforced and that :additional.legislation is not required. The Committee reviewed Section 14.5, "Transportation of Flammable Liquids," Municipal Code, Town of Estes Park. The Committee recommends to the Board of Trustees this section of the code be amended as follows: 1. Use City of Boulder Ordinance No. 3208 as a guide. 2. Delete Section 16.1016, "Transportation Routes Estab- lished." 3. Review Section 16.1017, "Permits for Deliveries of Flam- mable and Combustible Liquids Required," this section to be changed placing the permits and responsibility on the persons making the deliveries instead of the retail outlet. 4. Visible tight -fill nozzles shall be required on all de- livery vehicles, both transport and tank wagon. 5. Compartments having a capacity of 600 gallons on more shall be emptied completely at one time. The Committee suggests the voluntary restrictions placed on time of deli- veries be made known to all persons at the time they obtain their permits. The Police Committee decided the Police Department does need a tape re- corder. Chief Banks was instructed to try out various machines to be furnished by local merchants. Chairman Petrocine informed the Committee that Mr. Lou Fonda is now the Municipal Colt Clerk. Chief Banks reported the summer Police staff will all be subject to a two - week probation period. The Police Chief will evaluate these employees upon their completion of two weeks' service. The Committee issued instructions to have the Town Attorney conduct the planned training sessions for the Police Department personnel on June 6 and 7 2:00 to 4:30 p.m. Chief Banks announced that interdepartmental training sessions will be now conducted on a regular basis. The Chief also informed the Committee that departmental rules and regulations have now been prepared and copies of these will be sent to Committee members for their information. RECORD OF PROCEEDINGS Police Committee (Continued) May 17, 1967 The Police Committee reminded the Chief an additional patrolman should be hired to walk a downtown Police beat. This cost is included in the 1967 budget. The Police Committee recommends to the Board of Trustees that the school be instructed to block out the yellow paint on the curb in front of the Grade School.
