Police Magistrate William C. Wilson appeared before the Police Committee
and reviewed the operation of the Municipal Police Court.
During the course of the meeting, Judge Wilson made the following recom-
mendations:
1. Adopt an ordinance making theft, breaking and entering, and
petty larceny a violation of the Municipal Code.
2. Amend the Municipal Code Section 9.14-14, and eliminate the
words allowing the Judge to decide what instructions may be
read to the jury.
3. The Committee should consider appointing an acting police
magistrate to serve should the police magistrate be absent
because of sickness or other inability.
4. The Committee should consider appointing a court clerk to
receive fines, bonds, and act as jury commissioner. Judge
Wilson estimates this job should demand one hour per case
or 100 hours per year. He estimates the annual cost to be
$300.00.
5. The Committee should consider raising the annual salary from
$1200.00 to $2000.00. This is based on one hour per case,
100 cases per year, at a rate of $20.00 per hour. The Court
handled 73 cases in 1966.
6. The police magistrate should attend the annual Traffic In-
stitute.
The Judge discussed the location of the Court along with the temporary
arrangements with the Committee.
The Judge also reviewed the general operation of the Police Magistrate
Court.
Chief Banks and Sgt. Janousek requested the Town of Estes Park establish
a pay schedule for the Police Department.
There being no further business, the meeting adjourned.
