HomeMy WebLinkAboutMINUTES Police Committee 1967-04-06RECORD OF PROCEEDINGS Police Committee April 6, 1967 Committee: Chairman Petrocine; Trustees Grove and Tregent Attending: Chairman Petrocine; Trustees Grove and Tregent Also Attending:Chief Banks and Town Clerk Hill Absent: None The Committee reviewed the Police Magistrate's suggestions as submitted to the Committee on 2-15-67. The Committee also studied the Town Attorney's letter commenting on these suggestions. The following recommendations are made to the Board of Trustees: 1. The Town does not have authority to pass an ordinance making theft, breaking and entering, and petty larceny violations of municipal ordinances, for this is a matter of statewide con- cern and not included within the grant of authority to towns. 2. Judge Wilson's question about the Municipal Code Section 9.14-4 concerning juries was not clear to the Town Attorney or to the Committee. Judge Wilson will be contacted and the question: resolved. 3. The Town should appoint an acting Police Magistrate at such time as the need arises. 4. The Town should authorize the appointment of Mr. Lou Fonda as Municipal Court Clerk at a salary of $3.00 per case. Judge Wilson estimated the cases to average one hour each, and there will be 100 cases in 1967. 5. The Town should increase the Municipal Judge's salary from $1,200 to $1,600 per year. 6. More information as to costs and time should be made prior to authorizing the Police Magistrate to attend the annual traffic. institute. The Committee discussed at length the following problems: 1. Underage drinking. 2. Enforcement of drunk -driving violations. Chairman Petrocine announced that he and Chief Banks are working on the "in-service training program." This training will begin when the seasonal officers report for duty. The Committee recommends that the Town amend the Municipal Code, Section 14.7 Motor Vehicles for Hire. It is the opinion of the Committee that Motor Bikes should be licensed, but that the present methods of renting automobiles do not require Town licensing. The Town Clerk was requested to check the license fees charged by other municipalities for licensing of motor bikes. There being no further business, the meeting adjourned. t et-G tu° { Dale G.
