Police Committee Meeting
November 6, 1968

The unpaid Occupation License list for 1968 was reviewed by the Committee.
The review showed 288 licenses purchased in 1967 resulting in a total
revenue of $10,080.00 and to date, 341 licenses purchased in 1968 result-
ing in a total revenue of $11,935.00.
Chief Banks reported the department will soon complete the acquisition
of a container to be placed in a truck for the purpose of transporting
and holding dogs. Sheriff Ray Scheerer of Larimer County has offered
to send a truck to Estes Park for the purpose of disposing of dogs as
needed by the Estes Park Police Department. The Committee instructed
Chief Banks to continue enforcing the dog control ordinance.
A letter, dated October 24, 1968, from the Park School District R-3 was
read and discussed by the Committee. This letter from the school re-
quested cooperation and information as to how police protection could be
made available at school functions when requested by school administrators.
A legal opinion from Town Attorney Ernest Hartwell, dated November 5, 1968,
pertaining to this matter was read to the Committee. After considerable
discussion, the Committee decided to recommend to the Board of Trustees of
the Town of Estes Park, a letter be written to the school explaining the
desire of the Town to cooperate with the school in this and all other
matters. It is recommended this letter also advise the school that any
call for police assistance will result in immediate response by the Estes
Park Police Department. Upon the response by the police, regular pro-
cedures established by the Town of Estes Park that comply with all
state laws will be followed. The Committee also suggests the school
engage off -duty police officers for the purpose of additional protection
should the school administrators determine this is necessary.
Chief Banks reported the abandoned vehicle on West Riverside Drive has
been removed to the Ford Garage.
Chief Banks was instructed to check a complaint of another abandoned
vehicle in the Bureau of Reclamation Addition.
The Committee discussed the complaints made at the last Board of Trustees
meeting dealing with the unlawful accumulation of trash on certain prop-
erties within the Little Prospect Mountain Addition. Chief Banks will
make the necessary contacts to correct this problem.
Chief Banks submitted a departmental report for the year 1967 and the
year 1968 through October. This report is attached to these proceedings.
Chief Banks will submit reports on the individual police officers at the
next Committee meeting.
The Committee requested more complete and detailed reports on the beer
and liquor establishments.

The Committee authorized the purchase of four chairs for the Police
Department.
Policemen pensions will be discussed at the next meeting.
The Committee recommends the Chief be authorized to attend the Chiefs
of Police meeting in Montrose, November 15 and 16, 1968.
There being no further business, the meeting adjourned.
