CIRCUS:
Mr. Terry Day appeared before the Committee representing the Optimist
Club. The Optimist Club requested permission to use the northeast
corner of Stanley Park for the purpose of sponsoring the Fisher Brothers
Circus on July 29, 1973.
The Committee recommends approval of this request. The Optimist Club
will make arrangements with the Recreation District for parking vehicles
near the rifle range and swimming pool. The shows will be scheduled so
as not to interfere with the Appaloosa Horse Show. The tentative schedule
is for the first performance to be at 6:00 P.M. and the second perform-
ance at 8:00 P.M. Mr. Day assured the Committee that complete clean up
of the area will be performed by the Fisher Brothers Circus.
DOGS:
Chief Ault reported the department had impounded 28 dogs during the month
of June. One officer is assigned the position of Dog Warden six hours a
day and four days a week. Chief Ault indicated it was his opinion this
amount of time was sufficient to cope with the situation.
ANNUAL CONFERENCE - IACP:
The Committee authorized Chief Ault to attend the annual conference of
the International Association - Chiefs of Police in San Antonio, Texas,
September 22 - 27, 1973. Chief Ault is the secretary -treasurer of the
Colorado Association of Chiefs of Police
CAMPERS - SLEEPERS:
Chief Ault reported an increasing problem with campers and sleepers in
the public parks and parking lots and also some private areas. The
Committee instructed the staff to check into the legality of possible
code changes to enable a more strict enforcement.
DOUBLE PARKING - ELKHORN AVENUE:
The Town Administrator submitted various plans that may or may not help
alleviate the double parking problem on Elkhorn Avenue. It was suggested
that consideration be given to establishment of two or three loading
zones in the 100 block of East Elkhorn Avenue along with variations
in the bridge between the Dark Horse alley and the Dark Horse Parking
Lot. The Committee suggested the Public Works Committee study these
proposals.
There being no further business, the meeting adjourned.
