The Committee recommends the request be denied and suggests the placement of white parking strips in front of the drive -up facilities. The Committee also discussed the removal of the 5-minute parking in front of the bank on Elkhorn Avenue. The Municipal Code does not provide for a 5-minute zone. This 5-minute zone will be removed and used as regular parking. STATE HEALTH DEPARTMENT - MUNICIPAL JAIL: The State Health Department has examined the municipal jail as per attached letter. All suggestions are being considered by the Committee. GOVERNOR'S CONFERENCE: Chief Ault reported on a conference called by Governor Vanderhoof to discuss standards for all law enforcement agencies. Elkhorn Avenue Estes Park, Colorado 80517 Gentlemen: An environmental survey of the Estes Park City Jail was made on April 18, 1974, by Mr. Bill Taylor and Mr. Carl Hinrichs of this department, and Chief Ault. The jail, in the recently constructed municipal building, has three male cells and one female or juvenile cell, made entirely of concrete. Some interior construction work (lockers, cabinets, storage closets, food service) was not com pleted and is included in the following outline of deficiencies found not in compliance with the Colorado Department of Health's Sanitary Standards and Regulations for Penal Institutions: Section 6.2 Durable, cleanable trash containers are not provided. Section 8.7 The cells each have 63 square feet and two bunks, and when filled to capacity, will be overcrowded, and with prolonged confinements, problems could result. Although the average stay in the past has been 3-5 days, it is our understanding efforts will be made for expedient transfers to the county jail or other appropriate facilities as per laws regarding alcoholics and juveniles. Section 8.8 Dayroom area.is not provided at the present time, but according to Chief Ault, the two bull pens could be equipped with tables and chairs for dayroom use or additional confinement use. Section 8.9 The single cell available for female or juvenile use does not permit the separation of prisoners that are ill, infested with vermin or for various required segregation of inmate types. Alternate use of dayroom areas and present occupant load demands minimizes a problem in this regard. Pam` 2 --es Park City JONI 26 —4 • Section 10.5 Storage facilities for prisoner's property, linen, bedding, and other items are insufficient and have not yet been built. Section 12.2 f. A slop sink, for the disposal of mop water and similar wastes, was not noted in the jail or on plans of the jail. Section 13.2 An approved menu was not available but is included as attachment for use as guideline in placing food orders end to properly handle food complaints. Section 13.3 If the jail institutes a food service program utilizing frozen meals, a food preparation and clean up area with appropriate facilities must be provided. The facilities would include a three compartment sink for washing and sanitizing dishes and utensils, adequate shelves, counters, and cabinets for the preparation and storage of food and utensils, and smooth, washable finishes on working surfaces and wells. If single service dishes and flat- ware are used, a two compartment sink is permissible. Section 14.1 Towels, soap, toothbrushes, toothpaste, and other items of personal hygiene were not provided for individual use. Deficiencies noted were not significantly hazardous because of present limited use but are called to your attention for your consideration and appropriate action.
