HomeMy WebLinkAboutMINUTES Public Safety Committee 1974-04-18RECORD OF PROCEEDINGS Public Safety Committee April 18, 1974 Committee: Attending: Also Attending: Absent: NEW CODE: The Committee recommends to the Board of Trustees that the 1973 Model Traffic Code be adopted. TIME LIMITS - PARKING: The Committee recommends the parking in front of the Municipal Building be limited to 15 minutes. TRAFFIC PROBLEMS: The Chief of Police and the Public Safety Chairman inspected the traffic problems near the Silver Saddle Motor Lodge on US Highway 34 and the Westerly intersection of US Highway 34 and US 34 By -Pass. The Traffic Engineer from the State Highway Department will be in Estes Park on April 24, 1974, to inspect these problems. Chairman Burgess; Trustees Petrocine and Sutter Chairman Burgess; Trustee Sutter Town Administrator Hill, Police Chief Ault, Officer Hensen Trustee Petrocine DRUGS: Juvenile officer Hensen gave a very comprehensive report to the Committee on the availability and usage of drugs in the area and the schools. The Committee was informed that at least 60% of the junior and senior high students are using drugs to some regular degree. After a very lengthy discussion, the Committee recommends to the Board of Trustees that the Chief of Police be authorized to place officer Hensen on full time status as Investigator Juvenile Officer and that a new officer be hired to replace Officer Hensen. The Committee also recommends that one of the existing patrol cars be assigned to the Investigator Juvenile Officer on a permanent basis. This will increase the total number of patrol cars from four to five. Several other items were discussed such as the voluntary juvenile probation program. LOADING ZONES: In order to eliminate the double parking of trucks on Elkhorn Avenue, the Committee discussed at length the possibility of establishing certain loading zones on Elkhorn Avenue to be used from 7:00 A.M. to 12:00 A.M. The Committee recommends that two zones be established and assigned as follows: 1) The South side of Elkhorn Avenue from the East end of Rocky Mountain Traders Building to a point West 60 feet; 2) In front of Ripley's on the North side of Elkhorn Avenue about 44 feet. RECORD OF PROCEEDINGS Public Safety Committee April 18, 1974 Page Two (2) TRAFFIC CHANGE: The Committee recommends that Rockwell Street be extended thru to Moraine Avenue from East Riverside Drive, and that it be designated a through street. This, in effect, will require traffic moving North on West Riverside Drive to stop at its intersection with Rockwell Street. NEW VEHICLES: The Chief of Police reported no new information available on the delivery date of the new motorcycle. The Chief will submit proposals on two new patrol cars at the next meeting. NEW JAIL: The State Health Department has inspected the new jail facility. Some very minor changes or additions will be added.
