Administrator Hill, Chief of Police Ault Absent: None NOISE CONTROL: Dr. Wilbur Kamprath appeared complaining about the excessive noise of heavy equipment along Avalon Drive and also spoke of the need to pro- tect residential neighborhoods from such noise. The Committee had received and reviewed a copy of Boulder's noise ordinance and recom- mended that Chief Ault study, in detail, Estes Park's noise situation and report at the next Committee meeting on the following: 1. Is there a substantial noise problem in Estes Park? 2. If so, can it be handled under present ordinances? 3. Is a noise ordinance feasible - can it be adequately enforced? 4. What expenses (equipment, training, etc.) would be involved if a noise ordinance were adopted? 5. What are some examples of noise levels in the Town, such as Town owned equipment? CHILDREN AT PLAY SIGNS: In order to properly sign Pinewood Acres with "Children at Play" signs, four signs would be needed at a cost of $9.85 per sign plus freight and installation costs or approximately $25 per sign installed. The Com- mittee discussed the need for such signs in an area where the traffic is mainly local or neighborhood as opposed to through streets, school and playground areas. In studying this particular situation, the Police Department finds the signs are not warranted. The Committee agrees with this finding and recommends the request be denied. REPORTS: SILENT ALARMS - Police Chief Ault submitted a report which sub- stantiates a marked decrease in the number of false alarms since the adoption of the silent alarm ordinance in December. CHIEFS OF POLICE MEETINGS - The 5th Annual Chiefs of Police training sessions will be held in Steamboat Springs on October 27, 28, and 29th. Also there is a meeting of the Committee of State Association of Chiefs in Missouri on November 15 - 18. Both meetings are fi- nanced through federal grants. The Committee recommends Chief Ault attend both meetings. HIGHWAY 34 STUDY - A study on the speed limits on Highway 34 has been completed and makes the following recommendations: present recommended Highway 34 east (traveling east) stoplight to Hillside Lane Hillside Ln to Town limits Highway 34 east (traveling west) Town limits to Hillside Ln Hillside Ln to stoplight Stoplight to downtown 25 mph 45 mph 45 mph 25 mph 25 mph 35 mph 40 mph 40 mph 35 mph 25 mph BRADFORD PUBLISHING CO., DENYER RECORD OF PROCEEDINGS Public Safety Committee October 18, 1976 Page Two (2) Highway 34 west beyond the intersection of the bypass & business route present recommended 45mph 40mph There being no further business, the meeting adjourned.
