These include a change in the definition of false alarms, payment of permit fees by the installer instead of the merchant, and elimination of outside posting of required information. ALCOHOL SERVICES PROGRAM: Participation of the Town of Estes Park in the Larimer County Alcohol Services, Inc. program was discussed. The program, which is voluntary for those sentenced for Driving While Intoxicated, is an eight session comprehensive educational program (which is further explained in the letter attached to these minutes). Upon completion of the program an evaluation of the participants is returned to the Court. The Committee recommends participating and contributing $600 to the Larimer County Alcohol Services, Inc. The money necessary for this project will be appropriated from the General contingency fund. SPEED LIMIT REDUCTIONS - GRAND ESTATE DRIVE AND LAKEFRONT STREET: A request for a reduced speed limit on Grand Estate Drive and Lakefront Street was received and considered by the Committee. Possible lower speed limits in other residential areas in the Town were also discussed and the matter tabled in order to study further those residential areas requiring reduced speed limits. DOG CONTROL - HUMANE OFFICER: The CETA program which currently employs the Estes Park Humane Officer concludes on April 22, 1976. In order for Estes Park to retain this officer throughout 1976, the cost would be $3,796.00. The Committee recommends retaining the Humane Officer through 1976 and reviewing the matter in November. The money necessary for this project will be appro- priated from the General contingency fund. PHOTO LAB EQUIPMENT AND ROOM: Chief of Police Bob Ault reported that $300 of the $500 allocated had been used to purchase photo lab equipment. In order to construct a photo processing room (6'x.5') in the police station, however, addi- tional funds would be necessary. The Committee suggested that a total cost estimate be obtained and presented at a later meeting. FOOT PATROL REPORT: For January 1976, it was reported that 24L daytime hours were spent on foot patrol at approximately 10:00 a.m. and 2:00 p.m. each day. The Committee recommended that the current foot patrol be further increased. Ault Chief of Police Estes Park, Colorado 80517 February 9, 1976 Ref: Letter, dated 8-27-75, from Larimer County Alcohol Services, Inc., Allyn Singer, Director As per the recommendation of the Public Safety Committee, this officer did meet with John Phipps, Larimer County Court Judge, and Mr. Dennis Grady, Director of the Harmony Foundation, on November 25, 1975, to ascertain what their position might be in participating with the Larimer County Alcohol Services, Inc. In talking with Mr. Grady, it was learned that as far as the participation has been from the standpoint of taking those with an immediate problem, everything is status quo. However, for him to participate in a program similar to the one provided by the Mulberry Center in Fort Collins, we received vague answers. It was determined that he would take them but would determine their need and the length of time that they should participate in a program designed to assist those involved in Driving While Intoxicated cases received by the court. On January 27, 1976, Judge John Phipps and this officer went to the Mulberry Center in Fort Collins and met with Allyn Singer of the Larimer County Alcohol Services, Inc., and attended one of their sessions, of which there are eight in this program. It was learned from that session that the Mulberry Center provides a very comprehensive program and more importantly, a complete evaluation of those sent to the Mulberry Center, which is returned to the court. The eight sessions consist of up to date films, showing both sides of the problem --law enforcement and the defendant, speakers from the District Attorneys Office and local law enforcement to give them legal, as well as common sense answers to problems. They are given a choice by the sentencing judge to participate P. O. Box 1287 Telephone (303) 586-4466 Town of Estes Park Estes Park, Colorado 80517 in this program and if they agree and do attend all eight sessions, $50.00 is deducted from their fine, and in turn, is paid to the Larimer County Alcohol Services, Inc., $10.00.registration fee and $5.00 per session fee, making a total of $50.00. As you are aware, 50% of all fines regarding these matters is reimbursed to the town from the county. Therefore, it is our recommendation that for the current year of 1976, the Town of Estes Park contribute $600.00,.or an equable amount to be determined by the Public Safety Committee, to assist the Larimer County Alcohol Services, Inc., in providing, at least for the year of 1976, assistance to us in these matters. We, Judge Phipps and myself, feel that sometime during the year of 1976, another interview with Mr. Grady of the Harmony Foundation is in order to at least touch base with him on providing these services locally.
