HomeMy WebLinkAboutMINUTES Public Safety Committee 1978-12-20BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Safety Committee December 20, 1978 Committee: Chairman Swickard, Trustees Burgess and Wagner Attending: All Also Attending: Mayor Tregent, Town Administrator Hill, Police Chief Ault BRICK CROSSWALKS: Public Works Director Rich Widmer checked with the City of Boulder regarding the brick crosswalks it installed. A 6" concrete base is required along with concrete strips on both sides of the bricks to keep them in place. A 60' x 7' brick crosswalk would cost approxi- mately $3,100. The Committee decided not to make any recommendations at this time. SHOPLIFTING ORDINANCE: Chief Ault explained that several cases heard before the County Court are shoplifting cases involving small amounts. If the Town would adopt a shoplifting ordinance then these cases would be heard in Municipal Court which would relieve the County Court case load. The Committee recommends pursuing the adoption of a shoplifting ordinance involving amounts of$200 or less. COUNTY SHERIFF'S REQUEST REGARDING OFFICE SPACE: The Larimer County Sheriff's Department has requested use of the Estes Park Police Department "squad room" rather than their present office which would give them additional office space. Chief Ault commented that his department can use more space also and would like to use the present sheriff office as soon as possible. The Committee recommends the request be denied. EVENING MUNICIPAL COURT: The Committee recommends holding Municipal Court in the evenings during February and March on a trial basis to determine if evenings would be a more convenient time for the general public and result in a possible reduction in police overtime. RULES AND REGULATIONS REGARDING HANDCUFFS: The Committee recommends that Chapter 12 of the Rules and Regulations regarding handcuffs be amended to read as follows: Section 12.1 Handcuffs shall be used on all prisoners charged with a felony and shall be used in misdemeanor cases where the officer feels it is necessary to protect himself, members of the public and/or the arrested person, and property. Section 12.2 Handcuffs are Department property and shall be kept in a clean, serviceable condition. The record of the serial number and the officer to whom they are issued shall be kept by the Chief of Police. Section 12.3 All uniformed patrol and investigative officers shall carry handcuffs while on duty and may when off duty. CIVIL DEFENSE "CHECKERBOARD" WARNINGS PROCEDURE: The Committee recommends the following procedure be followed during civil defense "checkerboard" warnings: BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS 4 .1 r Public Safety Committee - December 20, 1978 —Page Two (2) 1. Upon receiving the warning, the police dispatcher will notify the Chief of Police. 2. The Chief of Police will then notify the Mayor. 3. The Mayor will then determine at this point others to be contacted. REPORTS: NEW SILENT ALARM PROCEDURE has significantly reduced the number of unnecessary trips to check false alarms. PRIVATE RADIO FREQUENCY requested by the Police Department should be authorized soon. Mr. Bob Talman of the State Communica- tions is presently checking to insure no duplication of frequency.
