Public Safety Committee
,, August 23, 1978
Committee: Chairman Swickard, Trustees Burgess and Wagner
Attending: Chairman Swickard, Trustee Burgess
Also Attending: Town Administrator Hill, Police Chief Ault, Fire Chief
Cheney
Absent: Trustee Wagner
PEDESTRIAN SAFETY IN CROSSWALKS:
Mr. Gerald Brownfield appeared before the Committee expressing concern
for pedestrian safety in crosswalks. Mr. Brownfield felt crosswalks
are not properly heeded by motorists and that the Town should initiate
a program emphasizing pedestrian safety. He suggested placing "Stop
for Pedestrians in Crosswalks" stickers or signs on the back of Town
vehicles and placing similar signs on the highways entering town. He
also recommended placing ads in the newspaper to further increase
public awareness of the problem. The Committee directed Police Chief
Ault to contact the State Highway Department concerning such signing
along the highways.
1979 BUDGET REVIEW AND REQUESTS:
The Committee reviewed the preliminary draft of the 1979 budget along
with requests for an additional full time officer and two summer
officers and miscellaneous capital items including a radar gun and new
patrol car. Summer patrol needs versus winter patrol needs were dis-
cussed and the Committee recommends one full time officer be added to
the Department with the understanding that the Elkhorn Avenue and
Moraine Avenue intersection will received extensive "foot patrol" in
the summer whether or not any additional summer officers are obtained
through CETA funding. The Committee also recommends a radar gun and
new patrol car be budgeted for 1979.
CURFEW FOR CHILDREN:
Chief Ault briefly discussed the problem of young teenagers staying
out late around Town all year-round which often leads to vandalism.
He said establishing a curfew involves several factors such as hours,
time of the year, and ages of the children and would research further
curfews established in other towns and report back to the Committee.
UNMARKED POLICE VEHICLES:
Chief Ault requested that vehicle #2411 (1976 Plymouth) not be traded
in for the new patrol car but kept instead and used as an unmarked car
along with vehicle #2413. The Committee recommends approval.
LITTLE LEAGUE FLAG FOOTBALL:
The Committee recommends that the Police Department again sponsor a
Little League Flag Football team at an approximate cost of $93.
VIRGINIA DRIVE PARKING:
At the request of the Mayor, the Committee considered the parking
situation on Virginia Drive and concluded that a hazardous situation
does exist. The Committee recommends the Public Works Committee
consider requiring curb, gutter and sidewalk along the west side of
Virginia Drive from the north end of the Courtyard Addition south to
Elkhorn Avenue. The Committee felt this would enable cars to park
closer to the edge of the road.
