ADDITIONAL OFFICER REQUEST:
Chief Ault requested hiring an additional full-time officer to help
reduce the amount of overtime and to cover for officers absent or on
vacation. Presently the investigators are filling in for patrol offi-
cers on vacation which reduces the amount of investigation time. The
Committee recommends not hiring another permanent officer until ade-
quate funding can be provided in next year's budget unless Chief Ault
is able to obtain complete CETA funding in the meantime.
CRIME CONTROL SCHOOL:
The Committee recommends Chief Ault be allowed to attend the Crime
Control School in Denver during April 24 - 26, 1978. An LEAA grant
will cover all expenses except the $60 registration fee which the
Committee recommends the Town pay.
OFF DUTY AND SECOND WEAPONS:
Revisions to the Police Department rules and regulations concerning
off duty weapons and second weapons were submitted to the Committee.
The revisions provide for carrying automatic pistols off duty only
and according to certain stringent guidelines. The Committee recom-
mends approval of the rules and regulations as amended.
REPORTS:
POLICE DEPARTMENT RULES AND REGULATIONS are currently being up-
dated and will be submitted to Committee for approval at a later
date.
THE WIN PROGRAM has been completed which provided $1,276 of the
animal control officer's salary.
PRESENT POLICE INSURANCE COVERAGE does not include activities
occurring inside jail cells. To date, no such coverage has been
found but the staff will continue pursuing it.

All Members of the Department
A. Due to the serious responsibility placed on the Chief of Police by the
danger of misuse of a theirearm by a followingasmamber depaof rtrnentspolPcytment, it is
necessary to adopt
B. Ilo member of this department will be authorized to carry or wear upon
his person a weapon until he/she has met the following requirement:
1. He/she has qualified in the NRA/PPC shooting program with a
rating of at least marksman.
C. Any officer carrying an off -duty weapon will be required to carry a
badge and ID card, as previously stated in section 6.19 of the
Rules and Regulations.
D. Any weapon carried off duty or as a second weapon will be inspected
by a supervisor at least quarterly to determine its cleanliness and
serviceability.
E. No weapon will be carried until it has been approved and inspected by
the Chief of Police or Lieutenant.
F. Ammunition Criteria (Off -Duty or Second Weapons)
1. In general the minimum acceptable caliber will be the .22 long rifle,
the maximum allowable caliber will be .45 caliber. (No magnum or
hollow point ammunition will be carried under any circumstances).
2. The department will furnish ammunition in .38 spl. cal. only. An
officer selecting any other acceptable caliber will be required
to furnish his own ammunition for both service and training.
3. All ammunition used for defense must be of commercial manufacture
and is subject to the approval of the training officers and the
Chief of Police.
G. Weapon Criteria
1. Revolvers,
a. Revolvers may be carried either as second weapons or off -duty
weapons or both.
The revolver will be a high quality, American made weapon of
double action design with a cartridge capacity of at least
five rounds.
2. Automatic pistols
a.
Automatic pistols will be permitted for off -duty use only.
b. All above listed criteria with regard to qualification,
inspection and ammunition will apply to off -duty automatic
pistols.
c. It is recommended, though not required, that automatics be
of double action design.
d. Calibers below .380 auto are generally considered inadequate
for defence and are not recommended.
NOTE: Purchase of off -duty or second weapons should be
firearms training officers or Chief of Police to
weapon which is not acceptable.
It should also be noted that the use of off -duty
is optional and not a departmental requirement.
H. Disciplinary action will be taken against any violation of this order;
no weapon will be carried either off -duty or as a second weapon until
it is registered with the Lieutenant.
