HomeMy WebLinkAboutMINUTES Public Safety Committee 1980-07-24BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Safety Committee July 24, 1980 Committee: Chairman Graves, Trustees Burgess and Wagner Attending: All Also Attending: Mayor Tregent, Town Administrator Hill, Police Chief Ault JAIL STANDARDS: Chief Ault briefly reviewed with the Committee the proposed state stan- dards for jails. He said the Town's jails basically meet the standards and any changes required as a result of the adoption of the proposed standards would be minor. SENATE BILL 55 REGARDING HAZARDOUS MATERIALS: The Committee reviewed Senate Bill 55 regarding the control of hazardous materials. The bill, which became effective on July 1, 1980, requires the Town to designate an Emergency Response Authority and for the designated authority to prepare a local plan for emergencies concerning hazardous materials. The Committee recommends the Estes Park Volunteer Fire Department be appointed. EAST RIVERSIDE DRIVE AND ROCKWELL STREET CROSSWALK: A request was received for a crosswalk to be located at the intersection of East Riverside Drive and Rockwell Street. Town Engineer Widmer and Police Chief Ault reviewed the situation on site and recommend the north side of the intersection as the best location for a crosswalk. The Committee recommends locating a crosswalk on the north side of this intersection. CONTINENTAL LOUNGE IN THE ALLEY MALL LIQUOR LICENSE: Chief Ault read his letter of November 13, 1979 regarding the liquor license renewal of the Continental Lounge in the Alley Mall. In his letter he pointed out that several incidents had occurred at the Continental Lounge and that the licensee was advised to follow Regula- tion 19 B more closely regarding the conduct of his establishment. Chief Ault did recommend approval of the liquor license renewal pending further incident. Since that letter, there have been four documented incidents at the Continental Lounge. The Committee directed Chief Ault to work with the Town Attorney in preparation of a hearing before the local licensing authority. HORSE PATROL: A petition containing 28 signatures was received requesting a horse patrol in downtown Estes Park in the summer. The Committee discussed the proposal and decided to take it under advisement for further study. POLICE DEPARTMENT PHOTO LAB: Police Chief Ault reported on estimated costs to expand the Police Department photo lab from black and white film processing to color film processing. Conversion of the lab would cost $400 to $930. In-house processing of color film would run about $4 to $5 per film of 20 prints whereas the Police Department is currently paying $10.61 for color film processing. The Committee recommends not converting the photo lab to color film processing at this time. There being no further business, the meeting adjourned.
