DARK HORSE PARKING LOT - REQUEST FOR EXTENDING PARKING HOURS:
Several merchants of the Miner's Exchange complex appeared requesting
the parking hours for the Dark Horse parking lot be extended from the
present two hour limit to a three or four hour limit. Jerry Spencer
explained that the present two hour limit does not allow the tourists
adequate time to shop and enjoy a meal. Members of the Committee
explained that this particular parking lot is one of the busiest and,
therefore, it is important that there is considerable turnover to allow
parking availability. The Committee and the merchants agreed that part
of the problem is due to local merchants and employees parking all day
in the restricted hours parking lots. The Committee recommends the
Dark Horse lot parking limit remain at two hours.
SEASONAL OFFICERS FOR PEDESTRIAN CONTROL:
The Committee discussed the need for additional officers for Elkhorn
Avenue pedestrian control and decided to proceed with the same number
of seasonal officers as last year.
HORSE SHOW COMMITTEE REQUEST FOR BANNER OVER ELKHORN AVENUE:
A request was received from the Horse Show and Rodeo Committee to
allow a banner across Elkhorn Avenue to advertise the various horse
shows this summer. An estimate of $3,000 was submitted by the Light
& Power Department for the poles, cables, and installation. The
Committee recommends the location at the southeast end of the Athletic
Field parking lot be used for displaying banners rather than across
Elkhorn Avenue.
HORSE SHOW COMMITTEE REQUEST TO USE TRAFFIC ISLAND FOR ADVERTISING:
Police Chief Ault relayed a request from the Horse Show Committee for
permission to use the island at the intersection of Highways 36 & 7
for advertising horse shows. The Committee expressed concern about
the effect of locating advertising in the traffic island on the visi-
bility at the intersection. The Committee requested that further
details be submitted by the Horse Show Committee regarding this request.
TRAFFIC SIGNS INSTALLATION:
Numerous traffic signs have been ordered as recommended in the Traffic
Safety Study by Leigh, Scott & Cleary (specifically pages 24 - 35) and
the Committee recommends they be installed and that the Model Traffic
Code be amended as necessary.
INTERSECTION OF ELKHORN AVENUE AND MACGREGOR AVENUE:
The Committee instructed the Chief of Police to review with the State
Highway Department the advisability of painting a left turn lane at
the intersection of Elkhorn Avenue and MacGregor Avenue.
REPORTS:
The State Highway Department is proceeding with eliminating the cross-
walks at the Old Plantation Restaurant and Rexall Drug Store, installing
the bus parking sign at Parking Lot #1, and installing the yield to
pedestrian signs at the entrances to town. A decision will be received
from the State Highway Department in early May regarding the double

left turn from Highway 36 onto Business Highway 34.
Police Chief Ault reported that the agreement with the U.S. Department
of Justice regarding the Town providing holding facilities for federal
prisoners is being amended to increase the amount of funds provided
by the Justice Department for prisoner meals.
The two new General Electric mobile radios have been received.
The new intoxilyzer has been received and members of the Police
Department are now certified to operate it.
There being no further business, the meeting adjourned.
