DENVER RECORD OF PROCEEDINGS Public Safety Committee April 22, 1982 Committee: Chairman Graves, Trustees Wagner and Wood Attending: Chairman Graves, Trustee Wood Also Attending: Mayor Tregent, Town Administrator Hill, Police Chief Ault, Public Works Director Widmer Absent: Trustee Wagner COORS BICYCLE CLASSIC RACE: Steve Crawford presented proposed plans for the 1982 Coors Bicycle Classic Race scheduled for June 10, 1982. The women's racecourse will begin on MacGregor Avenue, continue on Devils Gulch Road to Drake, back to Estes Park on Highway 34 and include several laps around the local course. The men's race course will be the same as last year, namely, west on Elkhorn Avenue to Virginia Drive, along Virginia Drive and Park Lane to MacGregor Avenue, north on MacGregor Avenue to the Bypass, and east on the Bypass to Elkhorn Avenue. On behalf of the sponsor, Mr. Crawford requested that Elkhorn Avenue be closed between the intersection of Highways 34 & 36 and Virginia Drive from 2:45 p.m. to 5:30 p.m. on June loth. The Committee felt that the flow of traffic should continue on Elkhorn Avenue during the race and, therefore, recommends denial of this request. The Committee recommends approval of the proposed race course and reducing vehicular traffic on Elkhorn Avenue to two lanes during the race hours. Also requested was that Coors be permitted to rope off a section of Bond Park and sell beer during the race. Section 9.46.020 of the Municipal Code prohibits the sale of liquor in parks and public places and, therefore, the Committee recommends denial. NO PARKING REQUEST FOR A PORTION OF VIRGINIA DRIVE: Greig Steiner requested that the Town prohibit parking on the west side of Virginia Drive from the northeast corner of the Courtyard property south 65'. The Committee decided to table this request until after June 1, 1982 which is the date the business owners along Virginia Drive are required to have their sidewalk construction completed. RED PAINTED CURBS: The Federal Manual on Uniform Traffic Control Devices which has been adopted by the State requires curbs to be painted red rather than yellow to prohibit parking. The Committee recommends the Town begin using red paint on curbs to prohibit parking. PARKING DESIGNATION IN 50' TOWN EASEMENT EAST OF BROWNFIELD BUILDING: Mr. Brownfield requested Town assistance in prohibiting parking behind his building which is a fire exit. Access to the rear of his building is across the Town's 50' easement. The Committee recommends establishing approximately eight parking spaces in the 50' easement and designating "no parking" in the portion of the easement by the river and adjacent to the rear of Mr. Brownfield's building. CROSSWALK SAFETY: The Committee discussed the safety hazard of cars parking adjacent to the crosswalk across East Elkhorn Avenue between the Athletic Field Parking Lot and Brownfield's. The Committee recommends eliminating the parking spaces immediately adjacent to the crosswalk to improve visibility of pedestrians starting to cross and to provide additional paint striping in the crosswalk to emphasize its location. BUDGET REQUESTS: Police Chief Ault requested that a portion of the monies not spent on BRADFORD PUBLISHING CO.. DENVER RECORD OF PROCEEDINGS Public Safety Committee - April 22, 1982 - Page 2 a second patrol car be spent as follows: Mug photo system Additional training for officers Ammunition & additional packset The Committee recommends approval. $ 1,000 $ 1,500 $ 900 $ 3,400 PARKING FINES: The existing 50 overtime parking fine was discussed and the Committee recommends the following fees be adopted: Overtime parking violation fine Overtime parking violation fine (if not paid within 72 hours) $ 1.00 $ 4.00 The Committee felt that the penalty for repeated violations should be increased and decided to consult the Town's parking attendant concerning his recommendation. The Committee recommends switching to two part tickets which include an envelope for easier administration. BANNERS ON ELKHORN AVENUE: A request was received from the Horse Show and Rodeo Committee to allow banners across Elkhorn Avenue using the former traffic signal poles at the intersection of MacGregor Avenue and Elkhorn Avenue. The Committee recommends the banners be allowed only at the east end of the Athletic Field Parking Lot. REPORTS: Chief Ault reported that vans, campers, and motorcycles cannot be banned from parking on Elkhorn Avenue unless such a ban were totally based on safety hazard reasons.
