RECORD OF PROCEEDINGS
Public Safety Committee
December 22, 1982
Committee: Chairman Graves, Trustees Wagner and Wood
Attending: All
Also Attending: Town Administrator Hill, Police Chief Ault,
Fire Chief Rumley, Fireman Jim Watson
FIRE DEPARTMENT REQUEST REGARDING A NEW FIRE TRUCK:
The Estes Park Volunteer Fire Department informed the Committee that
they have decided to replace the 1962 Ford Pumper Truck. The proposed
new truck is estimated to cost approximately $120,000. The 1982
Fire Department Fund Drive has resulted in an income of approximately
$37,000. From this $37,000, Fire Chief Rumley indicated that the
Department could commit about $20,000 toward the purchase of the
truck. The Fire Department will need financial assistance from the
General Fund of the Town of Estes Park in the amount of approximately
$100,000. The Committee discussed the merits of a lease purchase
agreement at a rate of either 8 3/4% or 9 3/4% for a five or seven
year period. After considerable discussion, the Committee has decided
to recommend to the Board of Trustees of the Town of Estes Park that
the Town expend up to $100,000 from the General Fund Capital Account
entitled Miscellaneous 01-207-00-05-791-6999 and that the Estes Park
Volunteer Fire Department contribute from their funds $20,000.
SCHOOL STOP SIGN REQUEST:
A letter dated December 14, 1982, from Dr. Robert Roth, Senior High
School Principal, was discussed by the Committee. A copy of this
letter is attached to and made a part of these proceedings. The
Committee recommends to the Board of Trustees that a stop sign be
authorized at the intersection of Manford Avenue and Community Drive
for west bound traffic and that the speed limit on this section of
Manford Avenue be set at 20 M.P.H.
RECREATION DISTRICT REQUEST - FROST GIANT RACE ON JANUARY 22, 1983:
The Recreation District is seeking permission from the Town to host
the Frost Giant Race on. January 22, 1983, utilizing McGregor Avenue,
Park Lane, Virginia Drive, Big Horn Drive and Devil's Gulch Road.
The majority of the course will run through McGregor Ranch, however,
the logical place to start and finish the course would be near the
staging area at Bond Park. The Municipal Building, Room 100, has
been secured for use as a registration site and headquarters for
the race. The Committee recommends this request be approved.
ANSWERING MACHINE - POLICE DEPARTMENT DISPATCH - ROAD CONDITIONS:
Chief Ault submitted the cost analysis for an answering machine for
road conditions to be installed in the Police Department Dispatch
area as follows: installation costs will total $449.60 and the
monthly fee for the use of the line $11.08. The Committee recommends
approval of this request.
There being no further business, the meeting adjourned.

Recently Mr. Wenger and I met'with Richard Widmer and Bob Ault about
my concern for student safety on and near the high school property.
My primary concern was the safety of elementary students who cross
Manford Avenue after school to get to Stanley Park for recreation
district programs in the spring and fall. The safety of these students
is jeopardized by high school students driving their automobiles west
on Manford Avenue at excessive speeds.
As a result of our conversation with Mr. Widmer and Mr. Ault, I would
like to bring the following two requestitire the Public Safety Committee:
1. Approve the installation of a stop sign on the northeast corner
of Manford and Community Drive.
2. Approve the installation of a 20 mph sign on the north side
of Manford approximately 20 yards west of the eastern most
gravel entrance to Stanley Park from Manford.
The installation of the speed limit sign should alert motorists to the
allowable speed and the stop sign should cause motorists to travel through
the childrens crossing at a reduced speed.

Mr. Ault made a suggestion during our meeting which I will pass along to
Barb Richardson, our elementary principal. The suggestion was to hire a
crossing guard through the Association of Retired. People to control
children crossing the road during peak .periods of 'activity during/after
school in the spring and fall.
I am hopeful that you will approve my two requests and I look forward to
a response from you in the near future. Thank you very much for your
consideration and concern.
Sincerely,
a.,(a/F-41
