Elste Absent: Trustee Wagner PROPOSED NEW PENSION PLAN: Mr. Joseph J. Yannacito, of The Equitable Life Assurance Society of The United States, appeared before the Committee to present a new insurance pension plan for the Policemen's Pension Fund. The Policemen's Pension Fund is currently under a "defined benefit program" and Mr. Yannacito explained the benefits of a "money purchase plan" over the current program. Town Administrator Dale Hill explained that the State is currently conducting an actuarial study and suggested that after it is completed, Town Attorney Greg White look at both the present program and the new proposed program. The Committee concurred with Mr. Hill's suggestion and recommends that both proposals be given to Town Attorney Greg White to review. SIGNS ON HIGH STREET: Police Chief Ault received several telephone calls from the residents on High Street requesting signs be put up in their area. Chief Ault reported that there were eight accidents in that area from October 9, 1981, to July 6, 1982 - three of which were "right- of-way" accidents. Chief Ault stated that eight yield signs and two stop signs would probably be needed to properly sign the area. The Committee recommends putting these signs in the 1983 budget and then studying the situation. BUDGET ITEMS: The Police Department would like to accelerate the narcotics program and would like to allocate another $1,500 into this program for investigation and undercover people. The Police Department has the money from the $16,500 capital expenditure fund and would like to redirect $1,500 into the narcotics program. The Committee recommends approval of this program. PARKING LOT #2 ELKHORN AVE. (ACROSS FROM BOND PARK): The closing of the entrance onto Elkhorn Avenue from parking lot #2 has caused problems for some of the businesses. Police Chief Ault stated that several of the merchants would like to see a "right turn only" exit from this lot. The Committee recommends trying "Right Turn. Only" and "Do Not Enter" signs to see if this is feasible. SPEED LIMIT (FALL RIVER ROAD, WEST): A letter dated May 17, 1982, addressed to the Colorado Department of Highways and the Town of Estes Park and signed by several of the residents along Fall River Road was received by the Committee. Several of the businesses along Fall River Road have expressed a desire to have the speed limit reduced from 45 M.P.H. to 30 M.P.H. from the intersection of Elkhorn Avenue and the By-pass out to Fish Hatchery Road. The Committee recommends having the Department of Highways do a survey of this area and make a recommendation. BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS REPORT ON PARKING TICKETS: The overtime parking violation fine (if not paid within 72 hours) is $4.00. Police Chief Ault asked the Committee if they would like to impose a $8.00 fee on tickets that were not paid within 30 days. The Committee recommends leaving the $8.00 fee out for this year but to reevaluate it next year. There being no further business, the meeting adjourned. Ann E. Jean, Town Clerk
