REQUEST FOR "BANNER" ACROSS ELKHORN AVENUE:
Ms. Peggy Kirk, representing the Horse Show and Rodeo Committee,
appeared to request the Town allow banners across Elkhorn Avenue
in order to promote Rodeos and other functions going on in the Town.
Light and Power Director Dekker had the following comments regarding
the banners:
1. All banners should be of "mesh" design with ample
provisions for "dumping" wind.
2. The banners should be of uniform size in order to be
accommodated properly by pole placements and cable
supports. Banner specifications should be uniform
with snaps to attach to cable supports, firmly attached
to banner.
3. Owners of banners should be responsible for all main-
tenance of banners and storage of same.
If placed across Elkhorn Avenue:
1. Colorado State Highway Department has been contacted
regarding specifications which are required. Minimum
16' to bottom sag. Recommend 18'. Banners put up
just before event and taken down immediately thereafter.
2. Insurance should be reviewed to make sure full coverage
is available.
Director Dekker also reported that if the banners were put up on
Elkhorn Avenue, the pole on the south side of the street would need
to be replaced. The pole on the north side of the street would
need to be spliced and Director Dekker suggested two new poles be
installed at a cost of $2,829.25. If the banners were placed on
the wood poles in the parking lot, the poles could be extended,
raising the banners 5 feet from the present elevation, at a cost
of $633.97. Director Dekker estimated that it would cost between
$75.00-$80.00 to put up and take down the banners. The Committee
recommends to the Town Board that banners be allowed across Elkhorn
Avenue, and that Town Administrator Dale Hill, Director Dekker and
Police Chief Ault draw up the specifications and policies for the
banners including insurance coverage, location, group requirements,
etc. The Committee also recommends that if the new poles are to
be installed, the funds be allocated from the Stanley Park Fund.
REQUEST FOR HANDICAPPED PARKING SPACE AT THE POST OFFICE:
A letter was received from Chris Switzer requesting a handicapped
parking space at the Post Office. The Committee recommends that
the Town Administrator contact the Post Office and request that
they provide a handicapped parking space.

CAPITAL BUDGET CHANGE:
Chief Ault requested that the funds allocated in the 1983 budget
for a new chair in the Dispatch Department be used to install a
new Video Scope which was provided by the State. The Committee
recommends installing the new video scope.
There being no further business, the meeting adjourned.
