ANIMAL CONTROL - MARTHA STEINBACH:
Ms. Martha Steinbach, representing the Estes Valley Improvement
Association, appeared before the Committee to express concern over
the animal control policies for the Town and the County. Ms. Steinbach
stated that the EVIA felt when animal violations were brought to Court,
the Judges should be more strict in enforcing the laws. The Town's
procedure is as follows: (1) First time they handle the dog, the
owner gets a warning; (2) The second time they handle the dog, the
owner receives a written warning; and (3) The third time, the owner
receives a citation and the Judge levies a fine based on the amount
of abuse. Ms. Steinbach stated that the EVIA feels this is too
lenient. Chief Ault stated that he had discussed the matter with
Judge Littlejohn and the Judge has agreed to take this into consideration
and make the punishment commensurate with the crime. As far as the
County is concerned, it was suggested that the EVIA get organized
county -wide and contact the Larimer County Commissioners.
MONTHLY POLICE REPORTS:
Police Chief Ault asked the Committee how they felt about the monthly
police reports and if they were too detailed. A discussion followed.
The Committee recommends that Chief Ault give them the same information
but in a more condensed form.
REPORTS:
Nicky's Restaurant and Lounge alarm system has been reinstated. Nicky
Kane has paid the past due charges.
Chief Ault reported that the loading zone on Cleave street has been
designated, and the information is ready to go into the Model Traffic
Code.
Chief Ault has been working with Attorney Greg White and Judge James
Littlejohn on amending the Municipal Code "Public Safety Code" to
make it more constitutionally sound. The Municipal Code will be in
force on January 1, 1984 and will include a training session with
all the Town officers prior to that time.
Halloween activities were very successful this year. Chief Ault also
reported on the Chemical People Program and the "Block Parties" started
by the high school students to educate the students on drug and alcohol
abuse.
Chief Ault reported that the police officers had donated 50 hours
toward the fingerprinting of pre-school and grade school children.
This will be an on -going program as new students come into the school
district.
Chief Ault stated that the Police Department is providing house checks
for people on vacation. The vacationhouse checks are limited to
30 days per house, and was well received by the Public.

Chief Ault presented the Committee with a rough draft of the Town
Disaster Plan. The Disaster Plan is a guideline to tell who does
what and when.
