BANNERS ACROSS ELKHORN AVENUE:
Police Chief Ault reported that the State Highway Department had
checked the poles on Elkhorn Avenue and both poles are safe for
banners. It will cost about $500.00 to install the cables on the
poles. The Fire Department will put up and take down the banners
free of charge, and will put up only banners that are in good
condition. The following rules and specifications are recommended:
Permission to hang a banner will be granted by the Town Clerk or
Town Administrator. Banners shall conform to the following
specifications. The Fire Department will notify the parties
concerned regarding any banner not considered safe or conforming
to specifications.
SPECIFICATIONS
1. Must be 24" high.
2. Must be maximum of 45' and a minimum of 30' in length,
with the midpoint visibly marked.
3. Ropes on top and bottom must be 90' long and 3/8"
nylon (minimum).
4. Solid banners will be of 10-15 ounce canvas.
5. Grommets will be 5/8" ID heavy duty and no more than
24" apart.
6. 12" X 12" wind slots no more than 3' apart, center to
center.
7. Individual letter panel type banners will have 5/8" ID
grommet in each corner of letter panel.
8. Letter panels will be sewn to ropes so they will not
slip sideways and 4" apart, and visible from both sides.
9. Mesh type banners will meet specs 1, 2, 3, and 5 and
letters must be spaced 4" apart.
RULES
1. The sponsoring organization for the proposed use must be
a local nonprofit organization.
2. The application to use the banner must be submitted at
least 30 days prior to the proposed event.
3. Banners may not be put up more than 14 days prior to the
scheduled event and must be taken down immediately there-
after.

4. The Board of Trustees may attach any conditions necessary
regarding the use of the banner and/or may refuse any
use of the banner.
The Committee recommends to the Board of Trustees approval of the
rules and specifications as outlined above and also recommends the
$500.00 expenditure from the Stanley Park Fund for installation of
the cable on the existing poles.
HIGH SCHOOL RODEO REQUEST:
Chief Ault reported that he had received a request from the high
school rodeo group to use the northwest corner of parking lot No.
2 on June 25th between the hours of 10 a.m. and noon for announcers
who will be judging their parade. The Committee recommends approval
of this request.
EXECUTONE SWITCH MONITOR:
Chief Ault stated that the telephone switchover system does not work
properly. When the Municipal Building is closed, the calls are
transferred to the Police Department and when someone calls in, they
are getting the ringing sound when the lines are busy. It appears
that the Police Department is not answering the calls, when in fact
the lines are busy. Chief Ault requested a switch monitor be installed
by Executone at a cost of $125.00. This amount was not budgeted.
The Committee recommends taking the $125.00 out of the Light and
Power budget and installing the switch monitor at the Police Department.
HEALTH CLUB DUES:
Chief Ault requested that the Committee consider paying part of the
Health Club dues for Police Department employees. The Committee
does not recommend approval of this request.
HANDICAPPED PARKING - POST OFFICE:
Town Administrator Hill sent a letter to the Post Office asking them
to provide a parking space for handicapped individuals. In a letter
dated March 14, 1983, Postmistress Catherine Gregory denied the
request. A lengthy discussion followed on a location for handi-
capped parking space in the municipal parking lot. The Committee
recommends that a handicapped parking space be approved in the first
slot in the middle row of the municipal parking lot with a handi-
capped sign attached to the pole in front of this space. The space
would also be stenciled with the handicapped symbol on the pavement.
CAPITAL FUND TRANSFER:
Chief Ault reported that he has $1,080.00 in the Police Department
capital budget and would like to transfer funds to purchase a
transcriber, to be used for daily reports, at a cost of $770.00.
He also stated that he would like to use the remaining funds to
payoff the CCIC terminal. The Committee recommends approval of
these requests.
REPORTS:
The written Disaster Plan for Estes Park has been initiated.

Chief Ault reported that on May 4, 1983, an exercise will be conducted
to test the severe weather warning procedures developed by the state
in conjunction with the National Weather Service. The exercise
has been named "Bumper/Twister 83". Estes Park will take advantage
of the statewide exercise to test the effectiveness of our indoor
and outdoor warning systems.
Chief Ault reported that he had talked to Greg White regarding the
Police Pension Fund and Greg stated that before the legislative
session ends the Town may have an answer to their Pension Fund
problem.
Chief Ault stated that the Buena Vista Police Department cancelled
their order for the old recorder in the Police Department. Chief
Ault reported that Dictaphone has a buyer for approximately $2,000.00.
The Committee recommends approval.
