POLICE PENSION FUND ACTUARIAL STUDY REPORT - ATTORNEY WHITE:
Town Attorney, Gregory A. White, appeared before the Committee to
report on the Actuarial Study from the Fire and Police Pension
Association. Attorney White stated that the study indicated that
upon affiliation with FPPA the monthly cost for both the police
officer and the Town would be approximately 2.95% of payroll for
death and disability coverage and 2.89% of payroll for retirement
coverage. In the event the Town would affiliate, they would have
to raise contributions considerably which would have to be split
equally between the officer and the Town. (See attached letter).
The FPPA indicates that officers hired after April 8, 1978, are
not covered by the present policemen's pension plan. The two groups
of employees (those hired before April 8, 1978, and those hired
after that date) are treated differently under the law. This has
been a problem with Social Security municipalities such as Estes
Park. There is legislation pending to amend Section 8 of the
Colorado State Statutes to help this very complex problem. The
Town may be collecting funds that may have to be returned to those
officers hired after April 8, 1978. The officers are presently
covered under the death and disability of the State but are not
covered for retirement.
Attorney White stated that we have 90 days from the date of the
actuarial study to make our decision. He also reported that he
had given Senator Richard Soash legislation which may correct our
problem and allow Estes Park to look into a private money purchase
plan. The officers would then have Social Security, Death and
Disability through the State, and the private money purchase plan.
Attorney. White suggested that the Town go ahead and get proposals
from private insurance companies on a money purchase plan and be
ready to go with one if the legislation passes. The Committee
requested that the Town Attorney draw up the request for proposals.
Attorney White stated that the Town may want to hire someone in
the insurance field to review these plans after they are submitted.
NEW POLICE CAR:
The Dodge Diplomat received the state bid for patrol cars at a cost
of $8,729.96 - less than the budgeted amount of $9,500.00. The
Committee recommends proceeding with obtaining the new patrol car.
20 CHANNEL RECORDER:
Chief Ault reported that the Police Department had received a bid
of $12,920.00 for the new 20 channel recorder for the Police
Department. The Police Department in Buena Vista will be purchasing
our old recorder for $1,200.00, which will help defray the cost
of the new machine. The Committee recommends proceeding with the
purchase of the new 20 channel recorder as provided for in the 1983
budget.
