POLICEMEN'S PENSION BOARD - ATTORNEY GREG WHITE:
Town Attorney Greg White reported to the Committee on options
available to the Town for Police Pension Funds. Attorney White
stated that he had talked to ICMA, E. F. Hutton and Gerald L.
Lukton (an individual in Loveland who writes and administers
pension plans) regarding a plan for Estes Park. Under the new
tax laws and regulations, Estes Park could tailor a pension plan
to fit its needs rather than purchasing a standard pension plan.
The Town could have a defined profit plan or have an individual
plan whereby the amount of dollars in the fund (contributed by
the Town and the officer - up to 25% of their salary) would be
invested and when the officer retired he could pull that money
out and buy an annuity. Attorney White also outlined other
options available. Death and disability coverage would still be
handled through the State Plan. The entities involved in pension
plan management are the trustee and administrator of the fund.
The investment entity or trustee of the plan (a bank, an
individual, stockbroker, or the Town) is the party who invests
the money under certain guidelines set by the Town. The Town
could write the investment plan to allow each individual officer
to determine how he wants his money invested. You do have to be
careful how you invest the monies as some accounts have penalty
provisions. The first step is to write the plan and then decide
who the investment party should be. The second entity is the
administrator of the fund, the party who keeps the records on the
account. Most trustees also do administration. ICMA has a stock
plan that can be adopted as is, or tailored to the Town's specif-
ic needs. ICMA could also invest and administer the account.
After a lengthy discussion, Attorney White suggested that the
Town hire Gerald Lukton to examine Estes Park's situation. Based
on the information, Mr. Lukton would be be able to recommend the
type of retirement plan the Town should have and advise the Town
on whether they should be be doing anything besides the State
death and disability coverage. Mr. Lukton could also write the
plan and administer it should the Town decide to go ahead with
it. Mr. Lukton is a licensed stockbroker, but would not be
interested in investing the funds. The Committee recommends the
Town Board follow Attorney White's suggestion and hire Gerald
Lukton at a cost not to exceed $1,200.00.
VEHICLE BIDS:
Police Chief Ault presented the vehicle bids for the Humane
Officer's pickup, one patrol vehicle and the Chief's car (see
attached bid sheet). With the exception of the state bids which
were taken out of the state bid book, all bids meet police
department specifications. After a lengthy discussion, the
Committee recommends the three vehicles be purchased through
Raines Estes Park Ford for a total of $26,147.83, less trade-in
of $650.00 for the Chief's car, for a net figure of $25,497.83.

UTS TERMINAL:
Chief Ault requested permission to replace the UTS Terminal in
the recordkeeper's office. The present terminal is no longer
usable. Chief Ault stated that he would like to reallocate funds
budgeted for the time clock ($665), two typewriters ($1,200), a
file cabinet ($200), and miscellaneous equipment ($1,385) toward
the UTS Terminal at a cost of $3,310.00. The Committee recom-
mends approval of the request.
DOWNTOWN STREETSCAPE PROJECT PARKING:
Construction on Elkhorn Avenue will begin on March 5, 1984 for
the streetscape project being implemented by the Urban Renewal
Authority. The URA would like parking taken off Elkhorn Avenue
for the construction workers. The Committee recommends the
parking be worked out between the Police Department and the
construction manager, NCE, Inc.
PARKING ENFORCEMENT:
Chief Ault asked the Committee how they would like to handle
parking enforcement this summer. The Committee recommends the
parking enforcement procedures remain the same.
FOOTWEAR AND/OR DRY CLEANING FOR POLICE OFFICERS:
Chief Ault requested that the Committee consider buying footwear
for the police officers on a wear and tear basis. (A pair of
leather boots costs $70.00 and lasts about three years.) It would
cost the Town approximately $1,000.00 every third year. A
discussion followed. Chief Ault also asked the Committee to
consider purchasing higher quality uniforms for the officers
rather than wash and wear uniforms, and then paying for the
drycleaning at a cost of approximately $2,800 per year. The
Committee recommends denial of the requests.
REPORT ON SUMMER HELP:
Chief Ault reported that he had eight officers lined up for
summer help - one parking officer and seven officers for the two
main intersections. The officers would begin work on June 15th
with the termination date remaining flexible. Some of the
officers may be let go on August 20th and the others would remain
until after Labor Day.
