QUORUM: yes
Other Present:
Russ Franklin, Bruce Kane — Public Works Staff
Scott Zurn — Public Works Director
Barb Boyer Buck — Support Staff
There was some discussion on whether prospective board member Chris Christian was
contacted for this meeting; upon further investigation it was discovered that Chris has
not yet been appointed to the board (verified by Jackie Williamson, Town Clerk).
Scott Zurn explained the Beetle Inspection Program is its own entity, administered by
Public Works. He explained the Tree Board is to function as the "brain trust" for tree
issues within in the Town of Estes Park limits, and Public Works employees and
volunteers will be the resources to present the Tree Board's recommendations to the
Town Board. Town Board will consider the Tree Board's recommendations and will
decide whether or not act upon them.
The consideration of the Tree Board Ordinance revision was postponed until
later in the year.
Scott Roederer explained the activities the Tree Board has supported in the past and all
members agreed unanimously to continue with:
I. Tree Symposium
2. Arbor Day Celebration, in conjunction with Tree City Requirements
3. Develop an arboretum of native trees at the visitor's center
4. the Legacy Tree program
5. Website information — the Tree Board Page & associated links
The board was asked to make a recommendation on how and where to spend the
remaining 2008 Tree City funds, the administration of which will be handled by the Tree
Board. The fund balance is $7,300.
Options for spending the money include:
1. Developing the arboretum to extend across the pedestrian bridge and along the
visitor center's north parking lot (off of Highway 36)
2. Developing Scott Ponds with tree plantings to assist ground water quality issues
(to help filtrate out pollutants).
The Tree Board was given preliminary sketches of the Dairy Queen parking lot foliage
plan and was asked for input on these.
As time was running out, it was decided to meet again next Friday at 8:30 a.m. for a
"field trip" of three sites being considered for plantings — the area across the
pedestrian bridge at the CVB, the Dairy Queen parking lot and the Scott
Ponds area — followed by another meeting at the Parks Shop to allocate the balance of
the 2008 Tree City Funds. A quorum will be required at that meeting.
The meeting was adjourned at 3:15 p.m.
Submitted by Barb Boyer Buck, October 30, 4:35 p.m. Revisions submitted Friday,
November 07, 2008, 8:15 a.m.
NEXT MEETING:
Friday, November 7th, 8:30 a.m. — 10:30 a.m. at the Town's Park Shop, 600 Big
Thompson Avenue (just east of the CVB — visitor's center — through the gate for the
Estes Park Sanitation Department facility and take an immediate right). Everyone will
meet at the Parks Shop and then take a walking tour of the proposed arboretum
extension, followed by a Tree Board meeting at the Parks Shop.
