MINUTES OF A SPECIAL MEETING OF THE TREE BOARD HELD AT 8:30 A.M.
IN THE TOWN OF ESTES PARK - PARKS DEPARTMENT
ON NOVEMBER 7, 2008

Meeting called to order at 8:45 a.m.
1. CHAIRPERSON OF TREE BOARD AS A NEW COMMISSION: Nomination to have Scott Roederer as
Chairperson. A motion was made by Mike and seconded by Russ; all voted unanimously.
2. MEETING MINUTES APPROVAL: A motion by Chuck to accept the minutes dated October 30, 2008, as
amended by comments from board members. A second from Sandy with all voted unanimously.
3. MEMBERSHIP: Chris Christian was contacted by Russ for board membership resulting in no interest at this
time due to his schedule.
4. TOUR OF ARBORETUM:
A. PLANS Discussion on three locations, Visitor Center, remodeled Dairy Queen parking lot and Scott
Avenue Ponds. Physical tour and plan review of Visitor Center was performed (not all staff present due to
cold weather and time of day). Plan on paper discussed for Dairy Queen parking lot was received
favorable on a serpentine layout with trees and a bench. Scott Avenue ponds tabled until next year.
Priority of Tree Board unanimously was for the Visitor Center. Comments presented by the Public
Works Director on the plans for the Dairy Queen parking lot was acceptable.
B. FUNDING $7200 remaining in account reported by Russ. Discussion to use on trees and shrubs as
planned by Parks Department personnel. PW Director asked for guidance on Dairy Queen parking lot but
no funding was needed by Tree Board just support of design plan.
C. TABLE INFORMATION NEEDED on Tree city requirements. Public Works Department funding criteria,
policy and timeline to be determined on how and when to spend the money designated. Also any
clarification/cooperation from the Bureau of Reclamation as part of a Landscape design which affects both
agencies in the reforestation.
D. DECISION Tree Board members made a motion and seconded unanimously to roll over the 2008 funding
into 2009 for the purpose of getting a landscape study for the Visitors Center Arboretum area; have Public
Works Committee on November 20th submit a recommendation for Town Board to allocate $15,000 to have
a landscape architect provide a "Tree City" forest design including native grasses, trees and shrubs around
the Visitors Center and its parking area across the bridge as part of the Arboretum. Scott Zurn will create a
memo and asked for photos of the barren area to show as part of the presentation. Some of the Tree
Board members are expected to attend on November 20thth at 8:30 a.m. for any presentation assistance
and public opinion.
5. TREE SYMPOSIUM: WEDNESDAY, MAY 6, 2009
A. Town Hall Board Room reservation as placeholder, made by Tracy after the meeting.
B. Quote from Holiday Inn for banquet room/including AV prices will come from Tracy before next meeting.
C. Tree Board members volunteering time to set up speakers and presentation material in advance.
6. ARBOR DAY: FRIDAY, MAY 8, 2009

NEW TIME at 9:00 a.m. on Friday, December 5th the Town Hall Administration Conference Room.
Revised January's meeting will be held on Friday, January 9th due to the holiday at 9:00 a.m. in the Town Hall
Administration Conference Room.
