Present: Chairman Ronald C. Brodie, Directors Gerald H. Brownfield,
Henry D. Dannels, Glenn Prosser and Harry B. Tregent.
Also Present: Secretary Dale G. Hill
Absent: Directors N. T. Petrocine and Marvin L. Steele.
The Board of Trustees of the Town of Estes Park, Larimer County, Colorado,
ex-officio the Board of Directors of Estes Park General Improvement Sewer
District No. 1, met in special session at the Town Hall in Estes Park,
Larimer County, Colorado, on Thursday, the 2nd day of July, 1970 at the
hour of 7:30 P.M.
Member Tregent moved that the Chairman and Secretary be authorized to
sign the tap agreement, dated July 2, 1970. This agreement is for the
Archdiocese of Denver, owners of Block 3, Lake View Tracts. Member
Brownfield seconded the motion. Upon roll call the motion passed by
the following votes. Those voting "Yes" Members Dannels, Brownfield,
Prosser and Tregent. Those voting "No" none.
A letter, dated July 2, 1970, from M & I Inc., Consulting Engineers,
regarding the award of the bid to Rocky Mountain Concrete and Construc-
tion, Inc.,was read to the Board of Directors. This letter is attached
to and made a part of these proceedings. Member Tregent moved that the
Estes Park General Improvement District #1 award the bid to Rocky Moun-
tain Concrete.and Construction, Inc. upon their compliance with all of
the specificationscontained in the bid documents. Member Dannels seconded
the motion. Upon roll call the motion passed by the following votes.
Those voting "Yes" Members Dannels, Brownfield, Prosser and Tregent. Those
voting "No" none.
Member Brownfield moved that the Chairman and Secretary be authorized to
sign the contract documents. Member Dannels seconded the motion. Upon
roll call the motion passed by the following votes. Those voting "Yes"
Members Dannels, Brownfield, Prosser and Tregent. Those voting "No"
none.
There being no further business, it was regularly moved, seconded and
carried that the meeting adjourn.

Subject: Award of Contract for a Sanitary Sewer System
Gentlemen:
On Monday, June 8, 1970, the Estes Park General Improvement
District #1 received sealed bids for the construction of a "Sanitary
Sewer System." The work contemplated includes the construction
of approximately 4,000 lineal feet of 8" vitrified clay pipe, 1,040
lineal feet of 10" vitrified clay pipe, 665 lineal feet of 12" vitrified
clay pipe, 29 manholes, 110 lineal feet of 4" vitrified clay service
lines and 1,385 lineal feet of 611 vitrified clay service lines.
At the bid opening, the apparent low bidder was Colorado Pipelines,
Inc., of Greeley, Colorado; however, after checking unit price
extensions and additions, it was found the correct low bidder was
Rocky Mountain Concrete and Construction, Inc., from Estes Park,
Colorado. The total base bid for Rocky Mountain Concrete and
Construction „Inc .,_as_shown intheir :proposal_ is $43,707.80.
We have made an investigation of Rocky Mountain Concrete and
Construction, Inc., and find they have the ability to complete the
work in accordance with the Contract Documents. It is our
recommendation the Board award the Contract to Rocky Mountain
Concrete and Construction, Inc., providing they can furnish the
owner with a Performance Bond in the full amount of the bid, and
Certificates of Insurance as required by Article 34 of the General
Conditions in the Contract Documents.

studiously endeavor to prevent fraud, deceit and abuse in con-
ducting the same; that he (she) will not try to ascertain, nor
will he (she) disclose how any elector voted, if, in the dis-
charge of such duties as Judge, knowledge shall come to him
(her) as to how any elector shall have voted unless called upon

facilities and service, together with all incidental
and appurtenant facilities, for the District and its
inhabitants, such bonds to bear interest at a net
effective interest rate not exceeding 8.00% per annum,
payable semi-annually, to mature serially within 20
years from their date, and may be redeemable at the
option of the District at such time or times and in
such manner, upon payment of such premium, or premiums,
if any, not exceeding 3% of principal, as may later
be determined by the Board of Directors?"

QUALIFIED ELECTORS OF 'ESTES PARK
GENERAL IMPROVEMENT SEWER DIS-
TRICT NO. 1, ESTESPARK, COLORADO,
THE QUESTION OF _ISSUING BONDS OF
SAID DISTRICT INA PRINCIPAL AMOUNT
NOT EXCEEDING 280,000, FOR THE PUR-
POSE OF PROVIDING FUNDSWITHWHICH
TO PAY THE COSTS AND EXPENSES OF
CONSTRUCTING A SANITARY SEWER
COLLECTION AND TRANSMISSION SYS-
TEM FOR THE DISTRICT, AND ALL IN-
CIDENTALS AND APPURTENANCES

WHEREAS, the Board of Directors of Estes
Park General Improvement Sewer District No. 1

treatment and disposal facilities for the District;

WHEREAS, the present estimated cost of the

quite a few Estes Park people who
were travelling through or staying

PUBLIC NOTICE IS HEREBY GIVEN That on
Tuesday, the 9th day of June, 1970, between the
hours o17:00 o'clock A.M. and 7:00 o'clock P.M.,
at the Tyrol Motel, in the District, there will be
submitted to the qualified electors ofEstesPark
General Improvement Sewer District No. 1 the
following question:

It is hereby certified by the undersigned that they were
the duly appointed Judges of the special bond election held in
Estes Park General Improvement Sewer District No. 1, in the Town

of Estes Park, Colorado, on Tuesday, the 9th day of June, 1970,
at which there was submitted to the qualified electors of the Dis-
trict the question of issuing bonds of the District in a principal
amount of $80,000; that after qualifying by taking their oaths of
office, they opened the polls at the Tyrol Motel, in Estes Park,
Colorado, in said District at the hour of 7:00 o'clock A.M. and
kept said polls open continuously until 7:00 o'clock P.M. of said
day; that after closing the polls they counted the ballots cast at
the polls for and against said question in both Ballot Boxes "A"
and Ballot Boxes "B", which were as follows:

those electors of the District who were qualified to vote at gen-
eral elections in this State and who had either (a) been a resident

spouse owns taxable real or personal property within the District,
whether said person resided within the District or not; that those
qualified electors of the District who were not taxpaying electors
were allowed to deposit their ballots printed on white paper in
ballot box "A", and that the qualified electors of the District

who were also taxpaying electors were allowed to deposit their
ballots printed on colored paper in ballot box "B"; and that no
person possessing proper qualifications was refused the privilege
of voting at said election.
