Meeting held in the Town Hall in said Town of Estes Park on the 19th day of March, 2009. Committee: Attending: Also Attending: Chair Eisenlauer, Trustees Ericson and Homeier All Town Administrator Halburnt, Chief Kufeld, Chief Dorman, Recording Secretary Petrie Absent: Deputy Town Administrator Richardson Chair Eisenlauer called the meeting to order at 8:00 a.m. PUBLIC COMMENT. None POLICE DEPARTMENT. REPORTS. 1. Neighborhood Portfolio Exercise — Officer Caleb Robertson provided a presentation on youth gangs and presented an overview of three gangs in particular; the Norteno, Surenos and Latin Kings. While there are no active gangs within the Town of Estes Park, the Estes Park Police Department has investigated incidences of graffiti and other crimes committed by individuals claiming membership to the above mentioned gangs. The police department has been very proactive in identifying and recording these individuals, and getting them involved with the Restorative Justice program to deter any future gang - related activity. The Committee recommended that Officer Robertson and the police department put together an educational program for schools and other service organizations to teach them how to recognize the early signs of gang involvement and how to address the issue. Chief Kufeld agreed and stated informational presentations would be scheduled. FIRE DEPARTMENT. REPORTS. 1. 2008 Assistance to Firefighters Grant — Chief Dorman stated the Fire Department received a FEMA grant for $14,000 to purchase of a washer/extractor and drying cabinet for firefighters' turnout gear. The grant is a 95/5 matching grant with 5% funded by the Volunteer Firefighter. Staff issued a RFP to commercial suppliers and the new equipment should be operational by the first of May. The EPVFD has received grants from the program in past years, including a 2002 wellness and fitness grant; a 2003 grant for a wild land fire engine; and a grant in 2004 for a mobile live fire training trailer. 2. Fire Officer On -Call Program — The Fire Chief has been the primary contact for all weekend issues related to fire protection in the Town of Estes Park (i.e. smoke detector alarms; citizen concerns from dispatch). In an effort to balance the responsibilities, a weekend "on -call" program has been established. There RECORD OF PROCEEDINGS Public Safety Committee — March 19, 2009 — Page 2 are currently ten fire officers, including the Chief. The officers will rotate weekends to handle fire -related issues from 6:00 p.m. Friday to 6:00 a.m. Monday. MISCELLANEOUS Administrator Halburnt brought forth a second complaint filed by a county resident regarding a $1,000 bill received after fire personnel investigated a report of smoke at their residence. The homeowner did not pay the $130 optional fee and claims a notice was not received for either 2008 or 2009. Town records show a notice was sent to her correct address.
