Meeting held in the Town Hall in said Town of Estes Park on the 18th day of June, 2009. Committee: Chair Eisenlauer, Trustees Homeier and Ericson Attending: Trustees Homeier and Ericson Also Attending: Town Administrator Halburnt, Chief Kufeld, Chief Dorman and Clerk Williamson Absent: Chair Eisenlauer and Deputy Town Administrator Richardson Trustee Homeier called the meeting to order at 8:00 a.m. PUBLIC COMMENT None. POLICE DEPARTMENT REPORTS. 1. 1st Quarter Statistics. Sergeant Pass reviewed the 1st quarter statistics including number of incidents, investigations, crime A and B, arrests, dispositions, call volume, 911 call volume and administrative call volumes. He stated call volumes are down because of an automated system that switches calls to a voice mail system during outages. This system does not record the calls switched to voice mail. FIRE DEPARTMENT Fireworks Permit for July 4th Celebration by the Town and Tri-State Fireworks. On July 4th of each year a fireworks display is performed over Lake Estes. Municipal Code Section 9.10.030 requires an application for a fireworks permit to be filed with the Town Clerk, reviewed and approval by the Fire Chief and issuance of a permit by the Town Board. The applicants have supplied the required proof of liability insurance. The operators are licensed by the Colorado Department of Public Safety and the supplier has a valid explosives license/permit issued by the Department of Treasury, ATF. The Lake Estes Trail will be closed after the mortars are loaded and during the display to maintain safety. The Estes Park Volunteer Fire Department will have a fire engine and crew on scene during the display. The Committee recommends approval of the July 4th fireworks permit for the Town of Estes Park and Tri-State Fireworks. Charges for Fire Services. Administrator Halburnt presented a new formula for fire services fees that includes a set rate per apparatus and the personnel needed to operate the equipment. A rate of $38 per hour per volunteer was used to cover personnel costs (pension, workers compensation, etc.) paid for by the Town. The personnel rate for the command vehicle would be $65 an hour. Staff recommends the Committee also consider a minimum charge of at least $500 in order to create an incentive to pay the $130 subscription fee. The Committee supports the new fee schedule and agreed a minimum charge should be established ranging from $300 to $500 per incident. Trustee Ericson recommended the fee schedule be retroactive for those that have received bills. Trustee Homeier questioned how the bills paid for by insurance companies would be handled if the fee RECORD OF PROCEEDINGS Public Safety Committee — June 18, 2009 — Page 2 schedule was retroactive. Administrator Halburnt stated the Colorado State Forest Service charges a minimum of eight (8) hours per equipment per incident. Discussion followed on the need to address those that have not paid the subscription fee with a follow up letter; the ability of the Fire Department to become a Medicare provider; and a general box mailing to notify property owner and tenants of rental property of the subscription fee. Administrator Halburnt suggested a notice could be placed in all utility bills. The Committee recommends Fire Chief Dorman present the proposed fire service fee schedule to the volunteer firefighters for consensus prior to bringing the schedule forward to the full Town Board on July 14, 2009. REPORTS 1. Wildland Firefighting Team: The Fire Department will be establishing a wildland firefighting team similar to the dive team; however, this auxiliary team would not be eligible for pension or benefits. The team would have approximately 15 members within the next three to five years. The team would be responsible for training and respond with the EPVFD to suppress wildland fires and to assist in the reduction of risk from wildland fires. Training and equipment would be supplied by the EPVFD and supervised by a new lieutenant position. 2. New Fire Engine: The Fire Department inspected the new fire engine that would be delivered to Estes Park within a week. The delivery of the equipment is five week ahead of schedule. Fleet staff will prepare the engine for service, while Fire staff orders all the necessary firefighting equipment.
