Town of Estes Park, Larimer County, Colorado, July 16, 2009
Minutes of a Regular meeting of the PUBLIC SAFETY COMMITTEE of the
Town of Estes Park, Larimer County, Colorado. Meeting held in the Town
Hall in said Town of Estes Park on the 16th day of July, 2009.
Committee: Chair Eisenlauer, Trustees Homeier and Ericson
Attending: Trustees Homeier and Ericson
Also Attending: Deputy Town Administrator Richardson, Chief Kufeld, Chief
Dorman and Clerk Williamson
Absent: Chair Eisenlauer and Town Administrator Halburnt
Trustee Homeier called the meeting to order at 8:00 a.m.
PUBLIC COMMENT
Jim Austin/Estes Valley Fire Services Initiative Committee member stated the
committee chaired by Tom Anderson filed the petition on July 7, 2009 with 226 valid
signatures. The District court hearing has been set for July 22, 2009. The committee
would use the next three months to campaign for the issue. A brochure has been
produced to inform the electorate on the issue.
POLICE DEPARTMENT
Northern Colorado Drug Task Force Intergovernmental Agreement.
The Town has had an IGA with the task force in the past, including last year. The
Police Department requests approval to partner with the Northern Colorado Drug Task
Force as a participating agency to receive assistance in narcotics investigations, access
to investigative technology and the ability to access the Task Force criminal intelligence
system. The department does not have an officer assigned to the task force at this
time; however, would provide investigative cooperation, enforcement assistance,
intelligence and information sharing and any other support requested. After further
discussion, the Committee recommends approval of the Intergovernmental
Agreement with the Northern Colorado Drug Task Force as a participating
member.
REPORTS.
1. Estes Valley Victim Advocates 6 Month Report. Director Mesropian updated
the Committee on the current status of the program. EWA continues to provide
victim advocacy services with highly trained volunteer advocates delivering
quality care, information and referrals to victims and supportive services. Other
activities include education within the community and in our schools on the
issues of domestic violence, sexual assault and date rape as top priorities.
EWA continues to make improvements to the safehouse such as ADA upgrades
and seeking additional funding sources for improvements to the house.
2. Neighborhood Portfolio Exercise by Heather Clark. Dispatcher Clark stated a
survey was conducted on a select population to better understand the
misconceptions individuals have when using 911. The survey determined most
users have only utilized 911 Tess than 4 times and when they do they expect the
dispatcher to just send help and/or provide information. Those surveyed also
stated they would be interested in receiving more public education on 911, which
could be facilitated by LETA, Town Bugle, local newspapers, safety fair and
EPTV.

FIRE DEPARTMENT
Fireworks Permit for Longs Peak Scottish/Irish Highland Festival and Stonebraker
During the festival a public fireworks display is held at the Tattoo. Municipal Code
Section 9.10.030 requires an application for a fireworks permit to be filed with the Town
Clerk, reviewed and approved by the Fire Chief and issuance of a permit by the Town
Board. The applicant James Durward has requested a permit for September 10, 11 and
12, 2009 between the hours of 8:30 a.m. to 10:00 p.m. The applicant would provide the
required proof of liability insurance in August. The operators are licensed by the
Colorado Department of Public Safety and the supplier has a valid explosives
license/permit issued by the Department of Treasury, ATF. The Lake Estes Trail would
be closed after the mortars are loaded and during the display to maintain safety. The
Estes Park Volunteer Fire Department would have a fire engine and crew on scene
during the display. The Committee recommends approval of the Longs Peak
Scottish/Irish Highland Festival fireworks permit for September 10, 11 and 12,
2009.
REPORTS
1. Update on Preplanning of Buildings for Emergency Response: Captain
Rosenquist stated a part of his job is to perform preplans. The preplan provides
the firefighters with a plan at a particular location in the case of an incident.
Preplans have been completed for Ace Hardware, Big 0 Tires, Roadway Inn and
Lake Estes Inn and Suites. The department would continue to focus on preplans
for accommodation establishments.
2. New Fire Engine: Chief Dorman presented the Committee with the new fire
engine.
There being no further business, Trustee Homeier adjourned the meeting at 9:10 a.m.
