Meeting held in the Town Hall in said Town of Estes Park on the 19' day of February, 2009. Committee: Chair Eisenlauer, Trustees Ericson and Homeier Attending: Chair Eisenlauer, Trustees Ericson and Homeier Also Attending: Deputy Town Administrator Richardson, Chief Kufeld, Chief Dorman, and Deputy Town Clerk Deats Absent: Town Administrator Halburnt Chair Eisenlauer called the meeting to order at 8:00 a.m. PUBLIC COMMENT. None POLICE DEPARTMENT. VEHICLE REPLACEMENT PURCHASES — REQUEST APPROVAL. The 2009 Vehicle Replacement Fund includes $49,000 for the replacement of two Police Patrol Vehicles, a 2002 Ford Crown Victoria with 102,200 miles and a 2004 Dodge Intrepid with 80,555 miles. Both vehicles fall within the replacement policy parameters for police cars, with the Dodge Intrepid incurring higher than average maintenance costs. Bids were requested from six dealerships with two responses: Colorado Springs Dodge, Colorado Springs, CO (State Bid) 2009 Dodge Charger Police (V-6) $21,796 Trade -In 2004 Dodge Intrepid $1,200 Bid Price $20,596 2009 Dodge Charger Police (V-6) $21,796 Trade -In 2002 Ford Crown Victoria $1,500 Bid Price $20,296 Burt Arapahoe Ford, Centennial, CO 2009 Ford Crown Victoria Police V-8 $22,427.64 Trade -In 2004 Dodge Intrepid $18,00 Bid Price $20,627.64 2009 Ford Crown Victoria Police V-8 $21,426.64 Trade -In 2002 Ford Crown Victoria $1,200 Bid Price $21,226.64 Staff is requesting approval to proceed with this vehicle purchase in order to meet a March order deadline for patrol cars, which are generally built during a May -June time frame. Hybrid vehicles are currently not available as police patrol vehicles and although E-85 compatibility is an option on the Ford, the fuel is unavailable within the Estes Valley. Staff recommends the purchase of two 2009 Dodge Charger Police Patrol vehicles, equipped with V-6 engines in order to improve gas mileage, from Colorado Springs Dodge at a cost of $21,796 each, from account #635-7000-435-34-42, budgeted. The Police Department budget also includes $16,000 for the upgrade of emergency RECORD OF PROCEEDINGS Public Safety Committee — February 19, 2009 — Page 2 equipment and $10,000 for video cameras to replace equipment that has been utilized by the Police Department over the past eight to ten years. Staff recommends purchasing emergency equipment such as control modules, strobe lights, and safety cages for the two vehicles from Wireless Advanced Communications (Greeley) at a cost of $13,394; two ICOP Video cameras, also supplied by Wireless Advanced Communications, at a cost of $9,910; and police striping/decals from Signs of Life (Estes Park) at a cost of $2,500, from account #101-2100-421-34-41. Following discussion, the Committee recommends the purchase of two 2009 Dodge Charger Police vehicles as outlined at a cost of $21,796 each, from account #635-7000- 435-34-42, budgeted, and the purchase of emergency equipment for the vehicles as outlined at a total cost of $25,804, from account #101-2100-421-34-41, budgeted. REPORTS. 1. Neighborhood Portfolio Exercise — Dispatcher Jan Carpenter stated that 68% of all 911 calls are now made from cell phones. She spoke to the Committee about the importance of being aware of your surroundings and knowing your location in case of an emergency, as you cannot rely on the GPS in a cell phone to always accurately identify your location. . She stated that she has been working in conjunction with the Estes Area Lodging Association (EALA) to obtain non - switchboard phone numbers for accommodations establishments to be used for emergency mass notifications, and to ensure that lodging establishments provide physical address information to their patrons. 2. Municipal Court Annual Report — Judge Gary Brown reported that following a review of the municipal court fine schedule in 2007, fines for violations were raised resulting in an increase in revenue for 2008. He stated that when possible violations are heard in municipal court, but when there is a potential of jail time, the violations must be heard in county court, as Estes Park does not have a jail facility. 3. End of Year Statistics — Sergeant Cory Pass reviewed 2008 statistics related to computer aided dispatch (CAD) incidents, investigations and clearance rates, total calls, 911 calls, and arrests. He stated total calls decreased in 2008 due to fewer sheriff office calls and administrative -type calls, and that the Police Department's clearance rate was higher than the national average. FIRE DEPARTMENT. REPORTS. 1. Estes Park Fire Department Year End Report — Chief Dorman summarized the end of year report and provided information related to who makes up the volunteer fire department, the department's scope of services and training, incident types and totals for 2008, and financial data.
