Town of Estes Park, Larimer County, Colorado, November 19, 2009
Minutes of a Regular meeting of the PUBLIC SAFETY COMMITTEE of the
Town of Estes Park, Larimer County, Colorado. Meeting held in the Town
Hall in said Town of Estes Park on the 19th of November , 2009.

Chair Eisenlauer called the meeting to order at 8:00 a.m.
PUBLIC COMMENT
None.
POLICE DEPARTMENT
COPLINK Demo and Intergovernmental Agreement.
COPLINK is a shared, statewide database of individuals who have had previous contact
with law enforcement or prior arrests. Agencies across Colorado who are members of
COPLINK can access this data, and can search for associations between people,
organizations, weapons, properties, vehicles, and locations to assist them in
apprehending individuals suspected in crimes or to help solve open criminal cases in a
more effective manner. The information contained in COPLINK is web -based and is
updated daily. Larimer Emergency Telephone Authority (LETA) has entered into an
agreement with the Colorado Information and Sharing Consortium (CISC) to allow LETA
and the participating agencies access to COPLINK at a minimal cost to each agency
based on the sworn officer count. There would be no cost to the Estes Park Police
Department at this time; however, in 2011 maintenance fees would be assessed in the
amount of $660.87. The Committee recommends approval of the COPLINK
Intergovernmental Agreement as an action item to the Town Board on December
8, 2009.
Addition of Chapter 9.40 Possession of Firearms on Town Property.
Chief Kufeld presented a proposed Ordinance to prohibit firearms on Town owned
property, including the Town Hall, Convention and Visitor's Bureau, Museum, Senior
Center, and Stanley Park Fairgrounds. The prohibition would ensure the safety of the
Town Officials, employees and citizens of Estes Park conducting business in these
facilities.
This amendment would not affect those individuals who are legally licensed to carry
concealed weapons. The Committee recommends approval of the Ordinance
adding Chapter 9.40 to the Town of Estes Park Municipal Code as an action item
to the Town Board meeting on December 8, 2009
REPORTS
2nd and 3rd Quarter Statistics.
Detective Sergeant Jim Kenney gave an update on 2nd and 3`d quarter Police
Department statistics. Reports were made a part of the record.

FIRE DEPARTMENT
REPORTS
Transition to Fire District.
On November 3, 2009 the electorate approved the formation of the Estes Valley Fire
Protection District (EVFPD). The District Board would be sworn in on November 30,
2009 and hold their first official meeting to elect officers, adopt the 2010 budget, certify
the mill levy, and Transitional Intergovernmental Agreement and Intergovernmental
Agreement (IGA) with the Town of Estes Park. The IGAs would transfer all fire
apparatus and equipment owned by the Town to the District, and stipulates the transfer
of existing personnel to the District. The district would assume fire protection
responsibility on January 1, 2010.
The EVFPD has also identified ten other areas that need to be addressed in order to
complete the organizational transfer of fire services from the Town to the District:
• Determine the transfer of equipment through an IGA, placing equipment into two
categories: 1) operational fire equipment i.e. axes, pike poles, thermal imaging
cameras, radios, etc.; and 2) administrative equipment i.e. computers,
telephones, copy machines, office equipment, etc.
• Determine the transfer of current supplies including firefighting foam, office
supplies, and other consumables.
• Determine future use and tracking of fuel.
• Determine the transfer of all fire apparatus and related insurances.
• Develop agreements for services currently provided by the Town of Estes Park
including Human Resources, Accounting, Fleet Maintenance, IT, and
Dispatching.
• Determine how personnel benefits will be provided including the transfer of the
Volunteer Fire Pension Fund.
• Determine lease agreement per the Service Plan/IGA for the Dannels Fire
Station.
• Determine lease agreement for training site on Elm Road.
• Determine the transfer of all records, including personnel and incident.
• Develop timelines for all of the above.
Town Administrator Halburnt suggested merging the Public Safety Committee with
another committee since only the Police Department would be reporting in the future.
The Committee requested to continue receiving quarterly reports from the Fire District.
3rd Quarter Reports.
Chief Dorman gave a presentation on the year-to-date incident run reports and training
reports.
Chief Dorman reported the total monetary loss for the Park Theater Mall was just over
$1 million.
Town Administrator Halburnt reported there are two open invoices for fire services and
those individuals were being sent to collections for payment, per the policy established
with the auditors. She stated payment plan options have been offered for the
outstanding bills; however, the Town has not received a response.
There being no further business, Chair Eisenlauer adjourned the meeting at 9:02 a.m.
