The Estes Park Board Comprehensive Plan Advisory Committee will participate remotely due to the
Declaration of Emergency signed by Town Administrator Machalek on March 19, 2020, related to
COVID-19 and provided for with the adoption of Ordinance 04-20 on March 18, 2020. Procedures for
quasi-judicial virtual public hearings are established through Emergency Rule 06-20 signed by Town
Administrator Machalek on May 8, 2020, and outlined below.

Minutes of a Regular meeting of the Comprehensive Plan Advisory
Committee of the Town of Estes Park, Larimer County, Colorado. Meeting
held via ZOOM in said Town of Estes Park on October 21 2021.

Chair Heiser called the meeting to order at 9:00 a.m.
APPROVAL OF AGENDA:
The motion passed with a visual thumbs-up vote.
PUBLIC COMMENT.
None
CONSENT AGENDA:
1.Approval of Minutes from October 7, 2021
2.Approval of updated Bylaws. It was requested to pull the Bylaws off consent
and move to an action item.
It was moved and seconded (Leavitt/Bangs) to approve the minutes. The motion passed
with a visual thumbs-up vote.
ACTION ITEM:
The updated Bylaws have a reference to CFAB instead of CompPac. The mistake has
been corrected.

DISCUSSION ITEMS: (all comments have been summarized)
Miriam McGilvray, Project Manager for Logan Simpson, discussed how the outreach
would be handled and the expectations of the Committee members. It is important to
remember who to engage and get the word out about upcoming Community Visioning
Events. Chair Heiser asked that Logan Simpson tell the Committee what they are looking
for from the community engagement, a “meeting in a box.” Member Thompson noted
that talking points and standard answers would help with outreach. Director Garner
shared the engageestes.org website is the best place to send people who have questions.
Vice-Chair Leavitt asked for the list of stakeholders be shared with the Committee.
The “Snapshot” document was centered around already engaged stakeholders, and the
33 interviews are not nearly enough to base the plan data on. The information was
obtained by a joint effort from the consulting teams. The 2020 census data is trickling in,
and only pieces of that were used.
Member Blackhurst asked how the taxing districts that have presented at the CompPac
meetings fit into the scope of the Comprehensive Plan. Director Garner stated that a
Comp Plan isn’t a regulatory document but a guidebook to form the common goal that

encompasses all aspects of a community, “the should”; the Development Code is “the
shall.” The role of all the “players” is essential to understand.
Next steps: after the engagement process, a summary of the data collected will be done,
and a joint meeting with the Estes Valley Comp Plan Committee will be held in December
to present the results.
The November 18 meeting will host Cato Kraft from EPNRC and Ruben Bergsten from
the Utilities Department. Both sanitation districts will speak at the December 2 meeting.
There being no further business, Chair Heiser adjourned the meeting at 10:20 a.m.

VISIONING OUTREACH PHASE!
This joint planning effort is the first of its kind in
nearly three decades, and both the Town and County
are committed to engaging residents from across the
Valley. The Virtual Visioning Workshops and online
visioning activities will help empower everyone to
participate in a community-wide dialogue as we work
toward a shared vision for the Estes Valley.
This Visioning Meeting in a Box Kit was created to
help you engage your colleagues, neighbors, and
friends in a discussion about their vision and goals
for Estes Forward. We hope your group will think
“outside the box” as part of their visioning. The ideas
you generate will be woven into the unified vision that
will ultimately guide the Comprehensive Plan’s policies
and strategies.
IMPORTANCE OF VISIONING
• Visioning is a process for the community to
define the future it wants.
• A long-term Vision for the Comprehensive
Plan will act as a directional compass for the
community and decision-makers for the next 10-
20 years.
• The Vision should emphasize shared community
values and assets rather than needs.
• It is essential that the Vision is based on
thoughtful community input that represents a
broad range of community members.
• The result of the Visioning Activities in this phase
will be a Vision Statement and/or set of guiding
principles or values.
GOAL OF THIS ACTIVITY
Participants are encouraged to identify and refine
shared values and themes that will input into a
clear, concise, unified draft vision for the Town and
surrounding County.
These conversations are designed to discuss the
challenges and opportunities facing Estes, and bring
participants together to find common ground.
This outreach is intended to create a positive and
forward-thinking Comprehensive Plan vision that is
community-driven and supported by both Town and
County residents.
THIS KIT INCLUDES:
1. Visioning Discussion Directions on how to
facilitate a private Visioning Discussion. This is
a similar format and discussion structure to the
public Virtual Visioning Workshops.
2. Frequently Asked Questions background
information about the Estes Forward process.
3. Fliers and informational graphics to share with
your friends and neighbors to invite them to
participate in a Visioning Workshop or online
activities in November.
4. A Submission Form to complete and return if you
host a private Visioning Discussion.

This activity works best with 15 people or less. If you’re
expecting more, plan to break up into smaller groups of
10–15. You will need a facilitator for each discussion
group. The facilitator(s) should review the discussion
instructions (on the next page) before beginning.

VISIONING DISCUSSION DIRECTIONS
WELCOME AND INSTRUCTIONS
1. Start with a brief introduction to Estes Forward—feel free to read from the
“Frequently Asked Questions” sheet.
2. Explain the goal of this session and remind everyone of some simple ground rules:
• Listen and be respectful of other people’s ideas.
• Be concise and let everyone have a chance to speak.
3. Select a facilitator (you or another participant). If there are more than 15 people,
break into smaller groups of around 10 people each and make sure each group has
a facilitator.
FIRST SMALL GROUP DISCUSSION
The facilitator(s) should lead the group(s) in the following exercise. Feel free to read the
italicized instructions for participants.
1. INTRODUCTIONS & WARM-UP QUESTION. We’ll start with a round of introductions:
say your name and answer “Name one thing you love and value about your community
that you don’t want to lose.”
2. VISION IDEA BRAINSTORM. Now that we’ve gotten warmed up by thinking about some
of the things we love that we want to keep in Estes, our first big question is: What do you
want Estes to be in 20 years?
• Show the visioning ideas on the following page that were derived from feedback
received during initial stakeholder and committee feedback. Have each person
share one or two thoughts, ensuring you get to discuss multiple topics. If your
meeting time is limited, keep this part of the conversation to about 20-25 mins.
• Facilitator questions to prompt more feedback and discussion:
• If you left Estes for 20 years, what do you hope to see when you come back?
• What should Estes win an award for…
• From these words, or adding your own, describe your vision for Estes in 20-years in 5
words or less.
RECONVENE AND CONSOLIDATE
If you have more than one discussion group, have each group share their top visioning
components and direction for the plan topics. Briefly discuss how these new visioning
ideas work together or could be consolidated under a bigger idea.

minutes.
PLAN TOPIC DIRECTION. You may have noticed some very specific ideas coming out
of the last discussion. While many of those ideas may not be “big picture” enough for a
vision statement, they can be great guidance for goals or policies in the plan.
Estes Forward is structured around 6 plan topics, modeled on the Colorado Resiliency
Framework.
1. Community (governance and land use)
2. Economy (workforce and adaptive economy)
3. Health & Social (services, amenities, and community well-being)
4. Housing (supply, affordability, and vulnerability)
5. Infrastructure & Transportation (critical infrastructure, utilities, and
transportation)
6. Natural Resources & Hazards (watersheds, forests, agriculture, and recreation
areas)
Think back to the first discussion and pick a plan topic from the above list that you want to
provide more direction on. How would would you describe the ultimate vision for that topic?
Brainstorm a statement that is framed as a desired future condition. For example:
• Housing: Housing I can afford
• Natural Resources: Innovative climate solutions
• Health and Social: Quality education for all

WHAT IS ESTES FORWARD?
The Town of Estes Park and Larimer County are
rewriting the 1996 Estes Valley Comprehensive Plan to
more accurately and holistically guide the day-to-day
decisions that affect the Estes Valley into the future.
This coordinated effort with Larimer County is called
Estes Forward and will address topics pertinent to the
rural unincorporated areas as well as areas of mutual
interest and engage both County and Town residents
and stakeholders.
The purpose of Estes Forward is to produce a practical
and long-term guide for the Town of Estes Park and
Larimer County. It will articulate a common vision for
the future, define goals, policies and a desired future
land use character with the Town and the surrounding
Valley.
WHAT IS THE PLANNING AREA?
The planning area for Estes Forward includes the Town
limits of Estes Park as well as the area surrounding
the Town, including the Estes Valley Planning Area.
The State of Colorado mandates an additional three-
mile study area beyond current boundaries for all
Colorado municipalities to establish an understanding
of regional land development patterns and service
and infrastructure capacity in the event that future
annexation opportunities arise.
WHY ARE WE DOING THIS NOW?
The plan provides a roadmap for the Town and
surrounding County. It is important that the plan
reflects current conditions and trends and that
it addresses the issues that are important to the
community (issues that will change over time).
Much has changed in Estes Park and the Valley since
the current comprehensive plan was adopted in 1996.
In order to make sure our plan is addressing the issues
and challenges that we are facing today and that we
will face in the next 10-20 years, it is important to make
sure the plan is up to date.
