The Estes Park Board Comprehensive Plan Advisory Committee will participate in the meeting remotely
due to the Declaration of Emergency signed by Town Administrator Machalek on March 19, 2020,
related to COVID-19 and provided for with the adoption of Ordinance 04-20 on March 18, 2020.
Procedures for quasi-judicial virtual public hearings are established through Emergency Rule 06-20
signed by Town Administrator Machalek on May 8, 2020, and outlined below.

It was moved and seconded (Wolf/Cooper) to approve the agenda. The motion
passed 10-0.

GROUP DYNAMICS:
Director Hunt presented a slide titled “Suggestions on Committee Culture,” reviewing
appropriate conduct in meetings. This slide will be available on the website as a visual
commitment to the public.
ACTION ITEM:
1.Approval of Minutes from May 25, 2021
It was moved and seconded (Hazelton/Blackhurst) to approve the minutes. The
motion passed 10-0.
2.Election of Chair and Vice-Chair
For Chair, Dave Shirk nominated Matt Heiser (accepted), Mike Kennedy nominated Bob
Leavitt (accepted), Bob Leavitt nominated Matt Comstock (declined). By majority rule,
Matt Heiser was elected Chair. For Vice-Chair, Dave Shirk nominated Bob Leavitt
(accepted), David Bangs nominated Kirby Hazelton (declined). By majority rule, Bob
Leavitt was elected Vice-Chair.
It was moved to elect Chair Matthew Heiser and Vice-Chair Bob Leavitt. The motion
passed 10-0.
DISCUSSION ITEMS:
1.Logan Simpson Scope of Service
Director Hunt reviewed the plans Logan Simpson has outlined, consisting of three
phases: Setting the Foundation, Defining the Direction and Realizing the Plan.
There are numerous tasks within these three phases.

2. Bang the Table is an electronic public outreach company working with Logan
Simpson and staff by providing multi-media engagement. The website is
scheduled to go live before the end of June.
3. CPAW, Community Planning Assistance for Wildfire, is a parallel effort to help
provide development regulations and communications to improve resiliency to
wildfire.
4. Other long-range planning products include: Development Code, Trails Master
Plan, Strategic goals and objectives, and landscaping, among many others. Over
the next few meetings, different departments will be asked to discuss their
Comprehensive Plan elements.
5. Plan Branding: Name, Logo, Color scheme as a visual identity.
Senior Planner Woeber presented three logos and three-color schemes for
discussion. Due to many different opinions, it was decided to continue this
discussion to the next meeting.
6. Issue Identification: state two issues you think are most important for the Comp
Plan to address.
7. Visioning exercise: come up with one or two keywords you think need to be
included in the Comp Plan Vision Statement.

REPORTS
Over the next few meetings, different department heads will be part of the CompPAC
meeting program to discuss their specific element related to the Comp Plan. Public Works
and Logan Simpson will attend the June 24 meeting.
All members have been assigned town emails.
Member Blackhurst advocated for the Committee to meet in person as soon as possible
to get to know each other personally and professionally, noting that face-to-face
interaction is vitally important.
There being no further business, Chair Heiser adjourned the meeting at 11:00 a.m.

This community Engagement Strategy (ES) provides guidance and direction for the public
involvement activities that will inform the Estes Park Plan development and process. Listening
to and responding to the community is key to enhancing this planning process and as such, this
ES is intended to promote meaningful and inclusive community engagement by all affected
stakeholders early, frequently, and effectively throughout the process. This ES includes the
following sections:

1. PROJECT DESCRIPTION
The Town of Estes Park is rewriting its 1996 Comprehensive Plan to guide the day-to-day
decisions of the Town more accurately and holistically into the future. This planning effort will
include evaluation of the area surrounding the Town, including the area defined in the current
plan as the “Estes Valley Planning Area” and the Town’s 3-mile extraterritorial area per Colorado
Revised Statutes. This coordinated effort with Larimer County will address topics pertinent to
the rural unincorporated areas as well as areas of mutual interest and engage both County and
Town residents and stakeholders. As such, the engagement process seeks to consolidate tasks
and public involvement efforts whenever possible.
2. BRANDING
Unique branding and messaging will be used for all communication material throughout the
process with the objective of having an attractive and recognizable look in consistent
messaging and format. A unifying brand for both the Town and County’s parallel processes will
include a logo, plan name, and tagline. In addition to logos, online messaging, printed materials,
banner flags and other materials, key messages will be defined and reinforced throughout the
project.

3. ROLES AND RESPONSIBILITIES
The planning and implementation of outreach efforts will be made possible by the contribution
of the following groups:

PROJECT TEAM (PT)
PT is a small group of Town and County planners that will offer technical expertise and support
throughout the planning process. This will supplement the biweekly coordination calls with the
project managers from the Town and County and the consultant team.
PT role: support project management; review and comment on the content of the plan as it
develops; weigh in on the big decisions; and enhance the plan with technical expertise. PT
members will assist with event logistics, including but not limited to venue reservations, support
staff, audiovisual equipment, printing, food and beverage, etc.
PT time commitment: participate in biweekly coordination meetings as needed, and support
with event logistics, notification, and facilitation.

COMPREHENSIVE PLANNING ADVISORY COMMITTEE (CompPAC)
This committee will lead the process and deliverables for this planning effort. Members of the
CompPAC should expect a significant time commitment and will be integral in the planning
process. They will represent and provide a feedback loop with the communities or boards that
they represent.
CompPAC role: review and comment on the content of the plan as it develops; weigh in on the
big decisions; and enhance the plan with expertise. Their mission is to:
1. Serve as advisors in support of drafting a Comprehensive Plan, by giving overall
guidance to the process and ensuring ample public participation and specialized
input in the development of the Plan.
2. Consider issues, review data, consider alternatives, discuss ideas, refine vision and
values, advise staff, Planning Commission, and elected officials, and make
recommendations to those entities and the community regarding goals, policies and
strategies being developed for the Plan.
3. Be a link to the community at large by sharing the planning process with
acquaintances, colleagues, and communities of interest in the spirit of information

sharing and outreach to different segments of the community, without biases and
prejudices to the outcomes.
4. During the Comprehensive Planning process, the CompPAC should strive to maintain
compliance with applicable standards and requirements from the Colorado
Department of Local Affairs, per the grant award contract, and with applicable state
and local regulatory requirements for advisory committees.
CompPAC time commitment: participate in committee meetings twice a month, review, and
provide additional comments on plan content before and after committee meetings, and
support facilitation of public events.

ESTES VALLEY PLANNING ADVISORY COMMITTEE (EVPAC)
The EVPAC is an existing advisory committee established by Larimer County, with some overlap
in membership with the ComPAC, which will engage with the process to produce the Estes Park
Plan. The EVPAC is comprised of Estes Valley area residents, property owners, and business
owners (as designated by the Planning Area in the Land Use Code) appointed by the Larimer
County Board of Commissioners, for the purpose of providing an organized forum that is open
for public participation and is dedicated to preserving and enhancing the identity and quality of
the Estes Valley area.
EVPAC role: to be leaders of and active participants; to be creative and think big; weigh in on
decisions; collaborate with other groups; assist in getting the word out; be active listeners and
solutions-oriented; and support public outreach events.
EVPAC time commitment: participate in 5 committee meetings as well as attend outreach
events at key milestones.

ESTES PARK PLANNING COMMISSION AND TOWN BOARD OF TRUSTEES
The Estes Park Planning Commission (EPPC) is a five-member Town commission that is tasked
with reviewing and ultimately adopting the Comprehensive Plan. The EPPC will be regularly
briefed on the process and development of the Comprehensive Plan and will be asked to review
interim drafts and materials at key milestones during the process. Once the public has
reviewed the full draft Comprehensive Plan, the EPPC will hold a public hearing to recommend
the plan to Board of Trustees for adoption.
The Estes Park Board of Trustees will also be briefed periodically on the process and
development of the Comprehensive Plan. They will also hold a public hearing and be the
ultimate authority to adopt the final Comprehensive Plan. As appropriate, the Planning
Commission and Board of Trustees will meet to discuss this plan at
joint worksessions or at regularly scheduled meetings.

4. TRACKING
Digital content will be designed to track demographic information. Wherever possible, digital
participants will be given the option to share their email, name, and other demographic
information like where they live. This will not only allow us to continue engaging them and report
back what we hear through the planning effort, but more importantly, it will help us ensure a
good cross section of the Town is represented, and identify groups where further input may be
needed.

4. OUTREACH TOOLS
AN INCLUSIVE APPROACH
Throughout the project, LS will collaborate with a broad array of regional stakeholders,
organizations, public agencies, citizen advisory committees, elected officials and staff. All
outreach efforts will be broad and inclusive, seeking input from all members of the Town and
unincorporated County regardless of race, ethnicity, gender, ability, socioeconomic status,
sexual orientation, gender expression, or any other status or identity. At each phase of the
project, the team will review the demographic information provided, and make efforts to provide
more opportunities from those that we have not yet heard from. Early efforts will be made to
talk with seldom heard populations.

Logan Simpson will assist the Town and County communications staff to provide source
content for these platforms to both share information (events, documents, updates, context,
social media links, email sign-up, and FAQs) and collect feedback (interactive mapping,
questionnaires, polls, or open discussion questions). Content production and digital
engagement guidance will focus on mobile-friendly applications and one- to two-step user
feedback, allowing respondents to plug into the planning process at any time, and through
minimal scrolling, key clicks, etc. All social media and notifications will be directed back to the
project website.
Email lists and notifications
Initially, the Town will launch the new engagement tool website to the entire public via a Town
wide newsletter (using utility bill information or other large distribution list), press release, and

social media posts. This notification will encourage the public to sign up for the project
website’s mailing list to stay informed of the Estes Park Plan.
Following the initial outreach push, newsletters will be sent to the website notification list
announcing key project events, milestones, and online activities.
The project website will have a link for people to sign up for more information and stay informed
of the process. Additionally, emails will be collected through questionnaires and in-person
engagement and added to the project contact list.
Local media
Building on the look and feel of the website and social media communication, Logan Simpson
will create content to increase awareness of the project and encourage engagement. This may
include developing postcards, flyers, newsletters, videos, radio, press releases, etc., to inform
people about upcoming off and online public involvement opportunities. The PT will distribute
this across the local media outlets and platforms, such as Estes Park Trail-Gazette, Estes Park
News, Loveland Herald, and North Forty News, as well as with assistance from the CompPAC,
Town Planning Commission, and EVPAC through personal channels and around their
neighborhoods.
Online questionnaires
In consultation with the Project Team, Logan Simpson will prepare and distribute questionnaires
in tandem with the four Public Event Series. The questionnaires will be developed on the project
website but links to access the questionnaire can also be housed on the Town and County’s
website and social media platforms to mimic and add to other outreach events with a two-fold
purpose:
1) to direct visitors to the website for further engagement opportunities, and
2) to allow for individuals unable to engage specific events (with a unique timeframe or
location/platform) to provide input online.
The questionnaires will be launched a week prior to the events and extend for approximately
one month. Efforts should be made to find champions (amongst CompPAC, EVPAC, print/social
media, engaged residents) who could help spread the word and encourage as many people as
possible to do the questionnaires online.

5. PUBLIC INVOLVEMENT SERIES
The consultant will plan four public involvement series that will involve the public in interactive
activities both off and online. In an effort to remain informal and encourage substantial
feedback, we suggest holding the public events outside Town offices, at venues such as
community centers, libraries, or local events/festivals.
Efforts should be made to have a presence at community events to maximize on collecting
feedback from the community. While the event series may primarily be staffed by the consultant
and PT; community events that fall outside of the timeframe of anticipated public event series
should be staffed by Town Staff, CompPAC, EVPAC, and/or volunteers.
Logan Simpson: will design all communication materials and plan the format of events.
PT: will manage invitations, notifications, scheduling, and logistics, including but not limited to,
venues reservation, support staff, audiovisual equipment, printing, food and beverage, etc.

This second series will serve as an opportunity for us to report back on and confirm what was
heard in series #1 in order to draft a clear, concise, vision that illustrates what has been
expressed by the community, committees, and elected officials. We will generate a summary of
common community values, vision statements, goals, and graphics that provide our clear path
forward. We will ensure that this vision is supported by the community and will help visualize
the vision and what it means to the Estes Park Plan. These outreach events will be done in the
form of facilitated community event/s along with an online questionnaire.

all comments received as appropriate. These outreach events will be done in the form of an
open house, along with online activities. Additionally, this series will culminate in a Board and
Commission joint work session and casual Meet and Greet event to discuss any questions
about the draft plans.
