HomeMy WebLinkAboutPACKET Town Board 2011-05-24Estes Valley Fire Protection District's Adopted Amendments to the 2009 International Fire Code 105.2.3 Time Limitation of Application An application for a permit for any proposed work or operation shall be deemed to have been abandoned 365 days after the date of filing Due to the current economic restrictions, some projects may take longer than the 180 days listed in the code. Therefore, staff is recommending extending this time restriction for the application of for a permit to 365 days. 105.6 Required Operational Permits This section go into effect no later than January 1, 2016. Due to the complexity of issuing operational permits and establishing policies and procedures for such operational permits including but not limited to carnivals and fairs, compressed gasses, cryogenic fluids amusement buildings, explosives, flammable and combustible liquids, repair garages, rooftop heliports, welding, dry cleaning, and trade shows, staff recommends not having this go into effect no later than January 1, 2016. 105.7 Required Construction Permits Portions of this section go into effect no later than January 1, 2016. Again, due to the complexity of establishing policies and procedures for issuing construction permits, the requirements of this section will go into effect as these are developed, but no later than January 1, 2016. Some of the construction permits are for (but not limited to): installation and/or modification of LP gas systems, fire alarm and detection systems, automatic fire- extinguishing systems, flammable and combustible liquids, temporary membrane structures and tents. 108 Board of Appeals Per resolution Establish a Board of Appeals consisting of three Board Members who are appointed annually. Section Description Proposed Amendment Justification 5/23/2011 1 Estes Valley Fire Protection District's Adopted Amendments to the 2009 International Fire Code 109.3 Violation Penalties Shall be subject to fine and/or imprisonment up to the maximum specified in §32-1-1001 and 32-1-1002, C.R.S.” Penalties for violations are stipulated in the C.R.S. 32-1-1002 111.4 Failure to Comply Shall be subject to fine and/or imprisonment up to the maximum specified in §32-1-1001 and 32-1-1002, C.R.S.” Penalties for failure to comply are stipulated in the C.R.S. 32-1-1002 113 Fees Will go into effect 90 days after fee schedule is established and approved by the Fire District's Board of Directors A fee schedule will need to be established and approved by the board for plan reviews i.e. sprinklers and fire alarms, and any other services provided that the board determines appropriate. 304.1.2 Vegetation Remove this section Larimer County has specific standards for wildland fuels reduction, and other vegetation hazards. 307.2 Permit Required (Open Burning) Remove: text. Add: A permit shall be obtained from the fire code official for all bonfires. Application for such approval shall only be presented by and permits issued to the owner of the land upon which the fire is to be kindled. Permits required for open burning of slash and other fire management practices are determined by the Fire Chief, Larimer County burn permits and Colorado Health Department. Burn permits are applied for through the Larimer County Health Department, then forwarded to the Larimer County Emergency Services and the Estes Valley Fire Protection District. Proposed Amendment JustificationSection Description 5/23/2011 2 Estes Valley Fire Protection District's Adopted Amendments to the 2009 International Fire Code 308.1.4 Open-flame cooking devices This section will go into effect 90 days after code adoption. Open flame cooking devices include charcoal burners and other open-flame cooking devices. This section states that these devices cannot be used on combustible balconies or within 10 ft of combustible construction. Exceptions include 1 and 2 family dwellings, buildings, balconies and decks that are protected by an automatic sprinkler device and LP-gas grills that have a LP-gas container with a water capacity not greater than 2.5 lbs (1 lb gas capacity). This section also covers candles, flaming food, use of open flame in theatrical performances, and other open flame decorative devices. 503.2.1 Dimensions (Fire Apparatus Access Roads) Add: Dimensions may be reduced due to condition of local terrain if approved by fire code official Local conditions may prohibit the 20ft width requirement. This amendment gives the fire code official leeway in determining adequate minimum fire access road requirements for our area 505.1 Address Identification Add to last sentence: …, and the approved address numbers shall be displayed next to the driveway entrance leading to the project site. Address numbers shall be illuminated or reflective and shall be clearly visible from the right of way. The addition to this code is for all new and existing buildings requiring that they shall have a visible address on their building from the street or a marker which is illuminated or reflective at the driveway entrance. This will reflect the Town’s amendments to the IRC, IBC, IEBC in order to allow for quick address identification by emergency responders day or night. Owners of existing buildings will be given an appropriate amount of time to install such addressing as determined by the fire code official. Section Description Proposed Amendment Justification 5/23/2011 3 Estes Valley Fire Protection District's Adopted Amendments to the 2009 International Fire Code 903 Automatic Sprinkler Systems Amendments to this section shall reflect the requirements in the adopted IRC, IBC and IEBC of the Town of Estes Park. The Town building official is still seeking input from the public on amendments to this section to present at a future Town Board meeting for approval. 1011.1 Where Required (Exit signs) Add: Floor-level exit signs shall be provided in all corridors serving guest rooms of hotels in Group R Division 1 Occupancies. The bottom of such sign shall not be less than 6 inches (152 mm) or more than 8 inches (203 mm) above the floor level and shall indicate the path of exit travel. For exit and exit- access doors, the sign shall be on the door or adjacent to the door with the closest edge of the sign within 4 inches (102 mm) of the doorframe. This amendment is to add floor-level exit signs in corridors of certain hotels to assist occupants in exiting a building under fire and smoke conditions. This will meet the current Larimer County requirement and the Town’s amendment. 1029.1 General (Emergency Escape and Rescue) Delete Exception 4: Basements with a ceiling height of less than 80 inches (2032 mm) shall not be required to have emergency escape and rescue windows. Delete Exception 7: Basements without habitable spaces and having no more than 200 square feet (18.6 m2) in floor area shall not be required to have emergency escape windows. This section will in agreement with the Town of Estes Park and Larimer County’s local amendments to provide adequate escape and rescue access from basements. 1029.2 Minimum size (Emergency Escape and Rescue Opening) Delete Exception: The minimum net clear opening for emergency escape and rescue grade floor openings shall be 5 square feet (0.46 m2). If exception is not deleted add the following text at the end of the exception: Grade floor openings are those openings which are a maximum 44 inches above grade, immediately outside the opening for a minimum 36 inch square area centered on the opening. The area immediately outside the opening must be reasonably accessible to emergency responders. This will match the Town of EP IBC amendment. 5.7 square feet is the area necessary for firefighters in full gear to maneuver through the opening from a ladder. This is the most common option for other jurisdictions. This second option qualifies what openings qualify for being at grade floor. Section Description Proposed Amendment Justification 5/23/2011 4 Estes Valley Fire Protection District's Adopted Amendments to the 2009 International Fire Code 1409.1 Fire Reporting Add Exception: Cell phones that have local service can be used in lieu of this requirement Cell phone service is available in most areas. Most people carry a cell phone and have access to the fire department dispatch center via this method. Chapter 46 Construction Requirements For Existing Buildings This section go into effect no later than January 1, 2016. An almost five year delay in enforcing this chapter will give property owners time to comply with the requirements of this section. Appendix Table D103.4 Requirements for Dead-End Fire Apparatus Access Roads Add Exception: Unless otherwise approved by the Fire Code Official Local terrain may limit current listed table requirements.
