HomeMy WebLinkAboutMINUTES Public Works Committee 1976-02-19RECORD OF PROCEEDINGS Public Works Committee ✓February 19, 1976 Committee: Chairman Dannels; Trustees Petrocine and Prosser Attending: Chairman Dannels; Trustee Petrocine Also Attending: Town Administrator Hill, Director of Public Works Van Horn Absent: Trustee Prosser STATE HIGHWAY DEPARTMENT AGREEMENTS: The present lease agreement with the State Highway Department regarding their garage building east of the land fill expires November 1, 1976. The Committee recommends that the lease be continued on a yearly basis to allow adequate time to negotiate with the County on the relocation of the garage site. The lease agreement concerning the State Highway Department's trailer homes also at the land fill expires on April 8, 1977 but it appears at this time that the trailers will be removed prior to that date. RECREATION DISTRICT - LIABILITY INSURANCE: As suggested by the Town Attorney, the Committee recommends requesting that the Recreation District increase its liability insurance to $100,000 per accident and $1,000,000 umbrella. LAND TRADE - ESTES PARK SANITATION DISTRICT: The Committee reviewed a proposed agreement submitted by the Estes Park Sanitation District regarding land trades near Tallant Park. The Committee recommends submitting a proposal incorporating the following: a) Require decorative fencing to be installed at the expense of the Sanitation District; b) Include land area along Highway 34 as land traded to the Town; c) Eliminate the statement disallowing any permanent improve- ments. PUBLIC WORKS BUILDING - GASOLINE STORAGE AND PURCHASING: Total quantity of gasoline utilized in 1975 for all departments was 41,334 gallons. It is expected that the use of no -lead gasoline will increase to 36%. The Committee recommends purchasing a 4,000 gallon capacity storage tank for no -lead gasoline and a 6,000 gallon capacity tank for regular gasoline. The Committee discussed purchasing gasoline by bid rather than by negotiation as is presently done. The advantages and disadvantages of telephone bidding when gasoline is needed were also discussed but no recommendations were made at this time. PUBLIC WORKS BUILDING - COST UPDATE: A detailed cost analysis of the Public Works Building to this date was submitted. A summary of this analysis is as follows: Estimated project cost as of 12-18-75 $177,384.69 M RECORD OF PROCEEDINGS Public Works Committee February 19, 1976 Page Two (2) Contingency Total Estimated budget 12-18-75 Estimated project cost as of 2-15-76 15,000.00 192,384.69 179,967.53 Estimated remaining contingency 12,417.16 PUBLIC REST ROOMS - VISITOR CENTER: The present contract with DMJM-Phillips•Reister includes plans for the public rest rooms at the Visitor Center. These plans are sched- uled to be completed by the end of March which is the earliest possi- ble date the Bureau of Outdoor Recreation funding may become available. Because timing is so critical, the Committee recommends negotiating a contract for the public rest rooms instead of bidding which would delay construction for thirty days. DRAFTSMAN/SURVEYOR: The CETA program which currently employs the Estes Park Draftsman/ Surveyor concludes on April 22, 1976. Due to the expanded work load caused by the construction of the new Public Works building, Visitor Center, and two public rest rooms, the Committee recommends extending this position for six months and funding it from either extended CETA funds, if available, or from present appropriations. EMPLOYEE RUINS REGARDING OUTSIDE EMPLOYMENT: Employee rules regarding outside employment were discussed as they apply to specific situations within the Public Works Department. General feeling among Committee members was that present rules are adequate and being properly adhered to. STUDENT WORK PROGRAM: The Committee was informed of a student work program in which students would work fifteen hours a week at $2.30/hour. The Committee recommends not pursuing this program at this time. Van Horn Street Sweeper $300.00 Jim Swickard STANLEY PARK IMPROVEMENTS - BIDS: Bids for Stanley Park improvements were received and referred to the Estes Park Rodeo Committee. Copies of the bids are attached to these minutes. COLORADO PRESTRESSED - BILL FOR BRIDGE DESIGNS: Designs for the Ivy and Wiest Street bridges involved prestressed bridges which were designed by Colorado Prestressed. Colorado Pre- stressed has sent a bill requesting $600 payment for the plans should it not be awarded the construction contract which is being bid by the State. The Committee recommends paying the bill. LIBRARY HEATING SYSTEM: New heaters with breakers were obtained for the Library because of inadequate wiring in the Library building. The cost of the heaters was greater than expected and, therefore, reducing the amount of funds available for installation of the heaters. The Committee recommends bidding the installation with the stipulation that total payment will be made upon 100% completion of the project. REPORTS: Public Works Building - Director of Public Works Van Horn reported that the floor is being poured in the new building and that the expected occupancy date is April. He also reported that the additional gas required for heating has been obtained. Drapes in the Municipal Building - It was reported that several drapes in the Municipal Building hang directly over the heater and are being scorched. The Committee recommends having them shortened.
