RMMRD - EASEMENT FOR PENSTOCK TAP WATERLINE:
The Rocky Mountain Metropolitan Recreation District requested permission
to install a 10" water transmission line approximately three feet deep
in the Town's right-of-way on Prospect Mountain from the Big Thompson
Water Treatment Plant, down across Pederson's property to Lexington Lane,
then north and down Concord Lane to Highway 7. The Committee discussed
installing a Town waterline in the same ditch which would then require
the trench to be approximately five feet deep. It was suggested that
the Recreation District proceed with bidding as per its plans and speci-
fications and also request bids for an alternate plan which would include
the installation of the Town line with the Town supplying the additional
materials.
The Committee recommends the Recreation District be granted the easement
providing the Recreation District guarantees the ditch for five years,
that the Town staff be authorized to determine its exact location, and
that an alternate plan for the Town's waterline be bid.
1977 BUDGET:
The Committee reviewed the Budget for 1977 and recommended it be sub-
mitted to the Board of Trustees at the regular budget sessions as amended.
CURB CUT/DRIVEWAY PERMIT - HUNTER - SOUTH SAINT VRAIN IIIGHWAY:
A driveway permit application submitted by Larry Hunter for access onto
the South Saint Vrain Highway from the Timberline Motel was reviewed by
the Committee. If granted, the request would reduce the existing open
curb cut to a standard curb cut. The Committee recommends approval.
RELOCATION OF ANTENNA AND TRANSMITTERS TO MUNICIPAL BUILDING:
The State Patrol's request to relocate antennas and transmitters from
Prospect Mountain to the Municipal Building which was tabled at the last
Committee meeting due to lack of sufficient information, was resubmitted
for consideration. Letters from Max Gebauer, Electronic Engineer of the
State Division of Communications, dated July 27, 1976 and Sgt. Walter
Kappely dated August 18, 1976 were submitted as further information.
The Committee recommends that Cooper Communications be requested to ana-
lyze the situation and submit a recommendation.
CURB CUT/DRIVEWAY PERMIT - WHITTAKER - HOLIDAY LANE:
The Committee reviewed the petition for closure of the Whittaker curb
cut submitted by property owners in Esquire Acres Subdivision. The.
curb cut, granted by the Board of Trustees on April 13, 1976, involved
access onto Holiday Lane from Lot 9, South Saint Vrain Addition. How-
ever, Lot 9 has been illegally divided into three tracts and an addi-
tional curb cut for one of the tracts has been developed, therefore,
making two curb cuts onto Holiday Lane from Lot 9. The Esquire Acres
property owners object to the legal curb cut rather than the illegal
one. All three tracts have access to Highway 7 but the Committee felt

that access onto Holiday Lane was more desirable traffic -wise and,
therefore, recommends the following:
1) That no action be taken on the closure of the Whittaker
curb cut;
2) That Mr. Whittaker be served with a subpoena for illegal
subdivision and that notice of the subpoena be sent to
local realtors;
3) And that Mr. Citta, owner of the illegal curb cut, be
notified that he will be required to obtain a driveway
permit.
REPORTS:
BRIDGES - Concrete has been finished on the Ivy Street and Wiest
Street Bridges and the paving will begin immediately.
CHAMBER OF COMMERCE BUILDING - Chamber of Commerce building in
Bond Park is scheduled for removal in October.
TALLANT PARK - Tailant Park progress is two weeks behind`. schedule
due to the flood. Final inspection of the public rest rooms will
be in early September with the opening approximately the second
week of September.
WEST RIVERSIDE PARK - West Riverside Park is completed with the
exception of pavement marking.
PAVEMENT MARKING DEMONSTRATION PROGRAM - This two year program
which is continuing from last year will be delayed until next
year following flood repairs.
EAST RIVERSIDE PUBLIC REST ROOMS - Bids will be received on
September 28th for remodeling of the interior.
LIBRARY - The heating system of the Library has been completed.
FLOOD DAMAGE FUNDING - At this time, it is estimated that the
Town of Estes Park will be reimbursed approximately $30,000 from
the Federal Flood Disaster Program for storm damage to streets.
There being no further business, the meeting adjourned.
