MUNICIPAL BUILDING HEAT LOSS:
Public Works Director Van Horn submitted the attached report on alterna-
tives for reducing the amount of heat loss from the Municipal Building.
The Committee recommends installing the sliding glass panels of thermo-
pane on all windows of the Municipal Building as funds become available.
OFF-STREET PARKING — SPACE SIZES:
After reviewing several studies, surveys and informatioregarding parking
space sizes, the Committee recommends maintaining theuirent 10' x20'
parking space size requirement.

STATE HIGHWAY DEPARTMENT LEASE: �" "•�' �' �J��
The Committee recommends extending the State?8ighway Department's shop
lease at the landfill until November 1, 1978 as requested by the Highway
Department
LAND AND WATER CONSERVATION PROGRAM (BUREAU OF OUTDOOR RECREATION):
The Committee recommends submitting an application in an attempt to ob-
tain funding through the Land and Water Conservation grant for the
development of the West Riverside acquisitions.
BAILEY LANE AND VALLEY ROAD:
It was reported to the Committee that all of the people on Bailey Lane
are not in favor of deeding the required 30' right-of-way. The Committee
recommends no further action on Bailey Lane until the adjacent property
owners are in favor of the project.
Valley Road owners, with the exception of Mr. Miller who owns Lot 21,
reported they are in favor of deeding the necessary right-of-way for
a 30' road. The Committee will continue pursuing this project.
STANLEY MEADOWS LAND TRADE:
The Committee instructed the staff to pursue the Stanley Meadows
trade with the Estes Park Sanitation District.

REPORTS:
POLICE DEPARTMENT VESTIBULE - A contract will be negotiated shortly
for the construction of the vestibule and storage area at the' north
entrance of the police station.
SATE OF STANLEY PARK TRUCK AND TRACTOR - The Town will be obtaining
bids on the sale of the dump truck to be awarded at the December
13th Board of Trustees meeting. The Horse Show and Rodeo Committee
is handling the sale of the tractor.
There being no further business, the meeting adjourned.

MUNICIPAL BUILDING HEAT LOSS SUMMARY
Actual amount of electricity used in 1976 = 741,440 KWH
Changing the existing windows to thermo-pane would result in at
least a 50% reduction in heat transmittal through the glass, which
when applied to the 3,950 square feet of glass in the building would
result in saving 76,000 KWH based on an 8,000 degree-day year. It
is further estimated that the air infiltration rate could be reduced
by at least 10% which at 2 changes per hour would result in 72,000
KWH per year. Total estimated savings would be 148,000 KWH or
$5,150 at the estimated 1978 rate of 3.480/KWH.
After reviewing the construction problems in replacing the
existing windows, it is recommended that they not be removed but
sliding panels be placed inside. This will reduce the unit cost from
$L 000 to an estimated $600 by reducing the size of window and sim-
plifying the proceedure. The heating engineer verified that a 50%
factor would still apply and recommends that an alternate bid be
obtained on making the interior windows thermo-pane which would
achieve a triple glazing effect and would change the 50% factor to
an estimated 65% factor or 98,900 KWH per year or total annual savings
of $5,943.
The total number of windows to be completed is 42 or at $600
per unit a total cost of $25,200. Pay out time would be six years.
Increasing electric rates or more severe winters may shorten the
time a year or two.
