DENVER RECORD OF PROCEEDINGS Public Works Committee ✓July 21, 1977 Committee: Chairman Dannels, Trustees Petrocine and Sutter Attending: Chairman Dannels, Trustee Sutter Also Attending: Absent: Trustee Petrocine Town Administrator Hill, Public Works Director Van Horn LIBRARY - ADDITION AND INSULATION: In response to the Library Board's request for an addition to the Library, the Committee recommends engaging the services of local architect Roger Thorpe to meet with the Library Board and staff to determine their needs and desires and to work with the Public Works Director in incorporating these findings into possible alternative designs. The Committee recommends installing inside storm windows and ceiling insulation in the Library at a cost not to exceed $4,000. ALLEY - BLOCK 2, TOWN OF ESTES PARK: In order to develop the alley just north of Elkhorn Avenue between Virginia Avenue and Big Horn Drive, approximately 57,000 yards of excavation would be required. Cost estimates of excavation range from $10/yd. to $15/yd. or a total cost of $571,000 to $871,000. Only three businesses along this proposed alley do not presently have supply delivery access other than Elkhorn Avenue. The Committee recommends not pursuing this project due to its economical infeasi- bility. MUNICIPAL BUILDING - STORM WINDOWS: The Committee discussed installing storm windows in the Municipal Building'in an effort to reduce the winter heating.bill. It appears more advantageous to replace the windows with thermopane than to install storm windows on the inside of each window. The Committee directed Public Works Director Van Horn to obtain firm prices on the costs of thermopane. BAILEY LANE: A petition was received from several citizens requesting that Bailey Lane be paved. Bailey Lane only has a 20' easement. The Committee recommends proceeding with additional right-of-way acquisition by notifying the property owners of the additional 5' easement requ re- ment on each side of Bailey Lane prior to paving. BURKS PROPERTY HOUSE: The Committee recommends putting the Burks house up for bid this fall in order to have it quickly removed and to hasten the development of the area for greenbelt and parking. DUMP TRUCK REPAIR: A list of damages resulting from Stanley Park employees using the Street Department dump truck for four days was submitted to the Com- mittee. The estimated cost to repair the truck is $500. The Com- mittee recommends the repair costs be charged to the Horse Show and Rodeo Committee and that the Public Works Director notify the Rodeo Committee chairman of the incident. BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Public Works Committee July 21, 1977 Page Two (2) TALLANT PARK - CAMPING: The Committee recommends installing "No` -overnight parking" signs in Tallant Park to help prevent overnight camping there. VALLEY ROAD: A request was received to pave Valley Road in Fall River Addition. The Committee recommends forwarding a letter to the appropriate property owners requiring a 30'right-of-way to be dedicated prior to paving. DAVIS HILL - SIGNS: Hugh B. Speed submitted a request for signing each entrance to Davis Hill with "No thru street" signs and placing a "Dead end street" sign on Courtney Lane before Lott Street. Mr. Speed said confused tourists were causing traffic jams in this area. The Committee recommends a "Dead end street" sign be placed at the corner of Courtney Lane and Lott Street. EAST LANE - RECLAMATION SUBDIVISION: The Committee considered a request from Mrs. Esther Bragg to vacate the portion of East Lane abutting the northeast line of Lot 7, Block 7, Reclamation Subdivision and recommends :it not be vacated. BIKEWAY/TRAIL PROJECT - TURF BLOCK: The Committee recommends purchasing additional turf blocks to finish landscaping the slope along the Highway 36 bikeway at an approximate cost of $800. REPORTS: STANLEY PARK GOPHERS = Of the various alternatives researched, shooting appears to be the best solution for eliminating gophers. Municipal ordinances prevent the discharge of weapons within Town limits, however. The Town Attorney is researching the possibility of authorizing a law officer to discharge weapons for pest con- trol purposes. TALLANT PARK - The sprinkler system is installed in the easterly portion of Tallant Park and the area around the Information Center should be ready for sodding within a week or two.
