LIBRARY ADDITION:

Architect Roger Thorp presented plans of the 800 sq.ft. Library addi-
tion which included the new entrance through the courtyard. His esti-
mate of the total cost (excluding his fees) was $55,100. The Committee
recommends obtaining bids for the project with the courtyard entrance
as an alternative.
The Committee also discussed bringing the Library rest rooms up o the
Building Code standards and authorized the Public Works Director to
petition the Board of Appeals for a variance in the size and number of
rest rooms in the Library.
POLICE DEPARTMENT NORTH DOOR LOCK AND VESTIBULE:
There have been repeated problems with the electrical lock arrangement
on the Police Department north door which is operated from the dispatch
office. The Committee recommends installing a mechanical digit punch -
push combination lock at an approximate cost of $200.
The Committee also considered constructing a vestibule for the Police
Department north entrance. A substantial amount of debris is brought
in by the wind when the door is opened which has then required increased
maintenance and heating. The Committee recommends installing the vesti-
bule at an approximate cost of $1,000.
PUBLIC WORKS SHOP EAST WALL:
The Committee recommends obtaining bids for the construction of a re-
taining wall along the east boundary of the Public Works Shop property
extending from the west wall to the driveway.
UNIFORM ALLOWANCE REQUEST:
The Committee considered a request from the Public Works Department for
employee uniforms or an allowance in lieu of uniforms and recommends
denial:
CLEAVE STREET SIDEWALK:
The Committee recommends not paving a 4' walkway on the south si e of
Cleave Street at this time due to the narrowness of:the-.area and lack
Of -interest from -adjacent property owners.
MUNICIPAL BUILDING STORAGE ROOM:
In order to provide more storage space in the Municipal Building, the
Committee recommends converting the approximately 14' x 12' crawl space
underneath the stairway to a storage room. This will: require installing
flooring, a new door, and lighting arrangement at an estimated cost of
$500.
OFF-STREET PARKING REQUIREMENTS:
According to the recommendations of the Planning Commission and Town
Board, the Committee considered the off-street parking requirements
and recommends the following:

1. The five year payment schedule be established at_the- rate
of 20% per year.
2. A form of payment guarantee be required that is acceptable
to the Town Attorney.
3. The in lieu of parking payment amount be established
annually by Resolution and based upon the December 31st
consumer price index starting with the December 31, 1976
price index.
The Committee also considered parking space size requirements and tabled
the matter in order to obtain more information.
GREENBELT ACQUISITION:
The Committee discussed possible areas for greenbelt acquisition.
SALE OF STANLEY PARK TRUCK AND TRACTOR:
The Committee recommends selling the Stanley Park truck and tractor
in their present condition.
REPORTS:
MUNICIPAL BUILDING HEAT LOSS - The original calculations of the
Municipal Building heat loss and heating requirements are availa-
ble and are in the process of being obtained.
FALL STREET PAVING PROGRAM - will begin October 27, 1977.
