REQUEST TO USE MEETING ROOM IN MUNICIPAL BUILDING:
The Committee reviewedthe request submitted by Marcus C. Higgins to
use Room 203 of the Municipal Building every Saturday night for a
Christian coffee house. The Committee recommends the "Open Door"
group be permitted to use the meeting room for a 30 day period.
STANLEY VILLAGE PARKING COMPLEX:
W. O. Myers and Bill Van Horn resubmitted an off-street parking pro-
posal to the Committee in which the Town would purchase the land for
underground parking and allow Mr. Myers to retain the air space rights
of the Stanley Village complex. Mr. Myers explained that his propo-
sal would provide the Town with 500 parking spaces underground and
the use of 650 parking spaces above ground. Providing access and
transportation to the downtown area from this parking complex by
means of an underpass and train system was also discussed. Mr. Myers
agreed to return to the Committee with a proposal outlining in greater
detail the entire project and costs.
1979 BUDGET:
The Committee reviewed a preliminary draft of the 1979 budget along
with requests from the Museum and Horse Show and Rodeo Committee. A
request for base mapping was also considered by the Committee.
EAST RIVERSIDE DRIVE BRIDGE:
The State Department of Highways engineering estimate of the proposed
East Riverside Drive bridge exceeds the Town's estimate. The State
Highway Department has requested the Town bring its funds allocated
for this project in line with their estimate prior to advertising for
bids. The Committee recommends allocating additional funds to meet
the Highway Department's engineering estimate and reserving the right
to refuse any bid that exceeds the estimate.
EAST ELKHORN ADDITION COMPLEX - ACCESS TO PUBLIC PARKING LOT #1:
Owners of the East Elkhorn Addition complex requested reconsideration
by the Committee of its request for access to parking lot #1 from
East Elkhorn Addition. They had previously submitted opinions from
attorneys John G. Phipps and C. William Herzog concerning this access.
The Committee also received an opinion from Assistant Town Attorney
Gregory White stating that permitting such an access would be a direct
violation of a provision of the Constitution of Colorado. The Com-
mittee recommends the request for access to parking lot #1 be denied.
S.B. 137 REGARDING SMOKING IN PUBLIC PLACES:
The Committee recommends not adopting an ordinance controlling smoking
in public places but encourages, instead, any presiding officer of a
meeting to limit smoking at his discretion when a large audience is
in attendance.
PHOTO LAB BIDS:
Two late bids for construction of the Police Department photo lab were

STORM DRAINAGE AT STANLEY HILLS ENTRANCE (ACROSS FROM EPSD PLANT):
The State Highway Department has estimated the cost
