SENIOR CITIZENS' CENTER:
Hary Neely submitted a detailed request (which is attached to these
minutes) for a proposed Senior Citizens' Center to be located at Stanley
Park next to the Museum. The request also includes an appropriation
of approximately $3,500 from the Town plus all insurance costs of the
building. An opinion from the Town Attorney is being obtained re-
garding whether or not a Senior Citizens' Center can be located in
Stanley Park according to present deed restrictions. The Committee
recommends (1) that the Town provide a site for the center and (2)
that the Town appropriate $3,500 for requests 1) through 9) provided
that there are available funds in the 1979 budget and upon the condi-
tion that the Senior Citizens provide evidence of being financially
capable to complete the proposed project.
1979 MUSEUM BUDGET REQUEST:
Elaine Hostmark appeared supporting the Museum request of $9,650 for
operating expenses in 1979. This is in addition to the capital im-
provement request of $52,500 presented by Bill McCreery at the
September 12th Board meeting. The Committee recommends appropriating
$9,650 for operating expenses if adequate funding can be provided.
1979 STANLEY PARK BUDGET REQUEST:
The Committee again reviewed the 1979 budget request for Stanley Park
submitted by the Horse Show and Rodeo Committee. The Committee agreed
with the request for an overall plan for Stanley Park and directed the
Public Works Director to research various alternatives in pursuing such
a study.
POLICE DEPARTMENT JANITORIAL SERVICE:
Chief Ault requested thatPorter Industries be contracted to clean the
Police Department. Porter Industries cleans several large companies
in the Valley and appears to have an excellent reputation. Rich
Widmer said that obtaining this service would relieve the Town of a
part time janitor and would cost about the same. The Committee recom-
mends hiring Porter Industries to clean the Police Department.
RELOCATION OF VIRGINIA DRIVE AND MACGREGOR AVENUE:
The Committee reviewed a proposal to close a portion of MacGregor
Avenue and realign Virginia Drive to form an intersection with East
Riverside Drive. The estimated cost of the project is $80,000. The
Committee felt that this project could be approached in stages with
the formation of the intersection being highest priority. The Com-
mittee directed the staff to discuss the project with the State
Highway Department and to research the legal ramifications of closing
a street.
VIRGINIA DRIVE - CURB, GUTTER AND SIDEWALK:
At the request of the Public Safety Committee, the hazardous parking
situation on Virginia Drive was discussed. The Committee recommends
requiring curb, gutter and sidewalk along both sides of Virginia Drive
from Park Lane north to the alley and directed the staff to contact
the Town Attorney concerning the legalities involved.

VALLEY ROAD:
Public Works Director Widmer reported that all of the property owners
along Valley Road have agreed to dedicate additional right-of-way
to bring the street up to Town standards. The Committee recommends
the Town proceed with the surveying to obtain the legal description.
PUBLIC WORKS SHOP - RETAINING WALL:
The following bids were received for the retaining wall along the
street side of the Public Works shop:
Pinson Concrete
F & F Concrete
Rustco, Inc.
$ 9,804 (86 cubic yards)
$ 11,804.36
$ 16,529.20
The Committee recommends accepting Pinson Concrete's bid.
REPORTS:
EAST RIVERSIDE DRIVE BRIDGE construction bids will be opened by
the State Highway Department on September 21, 1978. Approval has
been received to transfer the funding for the Old Ranger Drive
bridge to the East Riverside Drive bridge.
THE STORM DRAINAGE reconstruction at the Stanley Hills entrance
has been renegotiated with the State Highway Department and Leon
Feddersen. The State Highway Department has agreed to pay 40%
and the Town and Mr. Feddersen 30% each.

SUBJECT: Request for proposed Senior Citizens Center from
Town of Estes Park.
The following are the request from the Town of Estes Park asked
by the Senior Citizens Board.
1.) Letter of support from the Town to be included with grant
application to Viola Hertzler, Board President.
2.) .65 acre of land in Stanley Park adjacent to the museum.
3.) Sewer Tap Fee $250.00
4.) Water Tap Fee $1,650.00
5.) Electric hookups Fee $100.00 $75.Oo-'
6-.) Moving Pre -Fab fiberglass building permit-
7.) Building permit Fee- $158.00
8.) Insurance on building.
9.) Continued yearly support of $1,200.00.
The additional building space will allow for expansion of

activities offered at the Center. Continued supp
orof same amount is being requested for Larimer County and the
Rocky Mountain Metropolitan Recreation District.
Donations to present:
1.) Larimer County - Ten eight foot tables - $850.00
2.) Larimer County - Grading and excavation - $2,300.00
3.) Private party - refrigerator - $700.00
4.) Private party - Cooking range and oven - $600.00
5.) Rocky Mountain Metropolitan Recreation District - help with
landscaping and use of equipment.
6.) Private party - Pool table and accessories - $500.00.
