BUSINESS MANAGER FOR STANLEY PARK:
Mr. Craig Meusel, Chairman of the Estes Park Horse Show and Rodeo
Committee, submitted a request to hire a full time professional
business manager to manage the entire Horse Show and Rodeo program
in Estes Park. He proposed that the business manager would be a
town employee subject to all town employee rules and regulations but
would be supervised and funded (salary and fringe benefits) by the
Horse Show and Rodeo Committee. Mr. Meusel suggested the appropriation
for 1979 capital improvement projects at Stanley Park be used to fund
the job position and any capital improvements completed during 1979
would then be funded by the Horse Show and Rodeo Committee. The
Committee recommends approval of the business manager position pro-
vided it is funded by the Horse Show and Rodeo Committee.
MUSEUM ADDITION:
A request was submitted by the Estes Park Area Historical Museum to
construct a 20' x 40' addition to the east side of the present Museum
building in Stanley Park. Milt Erickson presented plans of the pro-
posed addition which will be funded by the Museum Board. The Committee
recommends approval of the addition as proposed.
CENTRAL BUSINESS DISTRICT STUDY:
The Committee discussed the Planning Commission's request to hire a
consultant to further analyze the Central Business District question-
naire results and develop a plan for the parking and traffic situation
in the Central Business District. The Committee recommends the
Planning Commission outline the scope of the study, obtain proposals
and select a consultant.
1979 STREET IMPROVEMENT PROGRAM:
Public Works Director Widmer submitted suggested street improvements
for spring 1979 which are attached to these minutes. The Committee
recommends bids be obtained for items "A", "B", and "D".
BECKORD PROPERTY DEVELOPMENT:
The Committee directed the Public Works Director to submit proposals
for the use and development ofthe recentlypurchasedproperty from
Dr. Beckord on Big Horn Drive.
MORAINE AVENUE REST ROOMS:
The sewer line for the Moraine Avenue rest rooms froze due to the
bleeder on the waterline. The Committee recommends lowering the
water service line to allow year-round use of the rest rooms.
REPORTS:
A cost estimate of $42,532 was received from the Upper Thompson
Sanitation District for the proposed sewer line through the landfill
area.

The State Highway Department has agreed to conduct a study this summer
of the traffic situation at the intersection of Elkhorn Avenue and
Virginia Drive in regard to a traffic light.
The Town has advertised for construction bids of the Water Department
shop which should be received by March 14th.
An application has been submitted to obtain federal aid for storm
windows on the Municipal Building through a new program involving
energy improvements to municipal structures.
A signed contract has been received from the state for $8,000 towards
the base mapping project.
There being no further business, the meeting was adjourned.
