HomeMy WebLinkAboutMINUTES Public Works Committee 1979-09-14BRADFORD PUBLISHING GO., DENVER RECORD OF PROCEEDINGS Public Works Committee September 14, 1979 Committee: Chairman Dannels, Trustees Houston and Wagner Attending: Chairman Dannels, Trustee Houston Also Attending: Mayor Tregent, Town Administrator Hill, Public Works Director Widmer Absent: Trustee Wagner REQUEST TO PAVE NORTH RIDGE LANE IN LONE PINE ACRES: Mr. George Lussow appeared before the Committee requesting that North Ridge Lane in Lone Pine Acres be paved. The Committee informed Mr. Lussow that this request will be considered when street improvements are reviewed and recommended next spring. MUSEUM REQUEST FOR A FULL TIME CURATOR: Elaine Hostmark, Museum President, and Mel Busch, Curator, appeared before the Committee requesting an additional $9,600 in the 1980 budget for a full time curator. Ms. Hostmark also reminded the Committee that. an additional 100 feet of land to the east of the Museum building will be requested at a later date when there is funding for a building addi- tion. The Committee agreed to consider the $9,600 request during budget hearings. FINE ARTS GUILD CRAFT SHOW: The Fine Arts Guild submitted a plan of the proposed location of the tables and canopies for the craft show during Aspenfest. The layout encourages pedestrian traffic to remain on the pathways. The Committee recommends approval of the design. DRIFTWOOD AVENUE MAINTENANCE: A letter dated August 30, 1979 was received from Attorney John Phipps representing Dean Kell asking why the Town does not maintain the unpaved portion of Driftwood Avenue. Public Works Director Widmer informed the Committee that the road is plowed but that it is too hazardous to grade that portion of Driftwood Avenue with the Town's present equipment. Director Widmer also informed the Committee that Mr. Kell was advised of this at the time he obtained a building permit for his project located on Driftwood Avenue. The Committee reviewed an opinion dated September 10, 1979 from the Town Attorney and recommends advising Mr. Kell of the Town Attorney's opinion and that maintenance on Driftwood Avenue will continue as it has been. The Committee also directed the Public Works Director to research the possibility of vacating a portion of Driftwood Avenue. STATE HIGHWAY DEPARTMENT'S FIVE YEAR PLAN FOR MAJOR CAPITAL IMPROVEMENTS: The Committee recommends that last year's requests regarding the State Highway Department's five year plan be resubmitted this year. They are as follows: 1. Continuation of the reconstruction of State Highway 7 from Marys Lake to the junction with U.S. 36. 2.A. Highway 34 from the Edel Haus to the junction of Highways 34 and 36 be three-laned. B. The intersection area of Highways 36 and 7 and Stanley Avenue be redesigned. C. Improvement of U.S. 36 from Moraine Avenue to Beaver Point. 3. Study for a south Estes Park bypass. 4. Continue to three lane Highway 36 between Lyons and Estes Park. 5. Connect Highway 34 Bypass west of Town to Highway 36 (Old Man Mountain corridor). BRADPORD PUBLISHING CO.. DENVER RECORD OF PROCEEDINGS Public Works Committee - September 14, 1979 - Page Two (2) BLUEPRINT AND MAP REPRODUCTION PRICES: Public Works Director Widmer submitted a list of suggested prices for reproducing aerial photographs and base maps (attached). The Committee recommends proceeding with the prices as proposed and reevaluating them after a period of time and adjusting accordingly. The Committee also recommends that no reproducibles be made available except to those public agencies approved by the Board of Trustees. BOND PARK CURB & GUTTER BIDS: The following bids were received for curb, gutter, and sidewalk replacement on the north side of Bond Park: Pinson Concrete $ 2,913.00 Concrete Specialists $ 3,678.61 The Committee recommends accepting Pinson Concrete's bid of $2,913.00. 1967 DODGE 500 TRUCK WITH SANDER BIDS: The following bids were received for the Town's 1967 Dodge 500 Truck with sander attached: Windcliff Estates, Inc. $ 1,801.00 J. G. Erection, Inc. $ 750.00 The Committee recommends accepting the bid from Windcliff Estates, Inc. ENTRANCE TO THE ESTES PARK SANITATION DISTRICT'S TREATMENT PLANT: During the process of exchanging land leases with the Estes Park Sani- tation District, a new entrance to the treatment plant on the east side was proposed. The State Highway Department is requiring that the accel/ decel lane be extended to the new entranceif constructed. The Com- mittee recommends the entrance remain in its present location and that the access to the Sanitation District's shop building be through the Sanitation District's property. HORSE SHOW AND RODEO COMMITTEE FINANCIAL REPORT/STANLEY PARK POLICY: The Committee reviewed the "Income and Financial Statement as of August 30, 1979" as submitted by the Estes Park Horse. Show and Rodeo Committee. Because of the increasedresponsibility and maintenance assumed by the Town from improvements at Stanley Park, the Committee recommends that all such improvements receive Town Board approval first. There being no further business, the meeting adjourned. Widmer Director Estes Park, Colorado 80517 MEMORANDUM TO: Public Works Committee FROM: Richard Widmer, Director of Public Works Re: TPA) Reproduction rates for aerial photographs and base maps We now have a blueprint machine and will shortly have the first batch of reproducible aerial photographs so rates for reproducing these need to be established. Below are pertinent facts and assumptions regarding establishing these prices. If the assumptions turn out to be way off base, the prices could always be adjusted. 1. COSTS: (The $8,000.00 grant from the State has been deducted from the costs) a. 1"=200' aerial photos = $3,838.00 for 75 sheets = b. 1"=100' aerial photos = $6,998.00 for 90 sheets c. 1"=100' topo base maps = $35,520.00 for 52 sheets = d. Blueprint machine cost: $1,600.00 for 5 years Assume 1 print/year of each of item a, b, and c above 217 prints = $1.47/sheet e. Paper: 30x36" blueprint = $0.25/sheet 30x36" mylar = $3.45/sheet $51.00/sheet $78.00/sheet $683.00/sheet $320.00/year P. O. If it is assumed that one print a year per sheet will be made, the prices work out as follows: 1"=200': $51 + paper + machine _ $10.20 + 0.25 + 1.47 = $11.92 Suggest $15.00/sheet 1"=100': $5g + paper + machine _ $15.60.+ 0.25 + 1.47 = $17.32 Suggest $20.00/sheet The topographic base maps should be usable for 20 years ±. If it is again assumed that one print a year per sheet will be made, the prices work out as follows: 1"=100' Topo: $203 + 0.25 + 1.47 + $35.87 Suggest $40.00/sheet The above prices are for blueline prints only. It is assumed that the Town does not wish to sell reproducibles (sepia mylar) of these photos and maps except possibly to other public agencies. It is suggested that prices for such sales be set on an individual basis for each request. The above prices also assume that the Town wishes to recover all of its costs in regard to the photos and maps. If this is not the case, the suggested price could be reduced according to whatever ground rules are to be used. Attached is a list of the reproduction rates for other sizes of prints charged by other local firms and a suggested list of prices for the Town. These prices need to be established also.
